Site work and paving for a mixed-use development in Gulf Breeze, Florida. Completed plans call for site work for a road / highway; sidewalk / parking lot; for paving for a road / highway; and sidewalk / parking lot.

The purpose of this project is to install a new southbound 3 lane electronic tolling system that controls entry onto Pensacola Beach via the Bob Sikes Bridge. This project will improve traffic flow by removing the existing toll building while increasing reliability and accuracy with the installation of the new toll-by-plate equipment. This construction project is funded by Escambia County. Each offer shall be accompanied by a bid bond, cashier's check, or certified check in the amount of 5% of the total offer. The County Must require the successful Offeror(s) to furnish separate Performance and Payment bonds, under pledge of adequate surety and covering up to 100% of the dollar value of the award / an amount specified (i.e. $5,000.00) on the forms provided by the County. Escambia County specifically reserves the right to reject any conditional or incomplete bid. Roadway scope The project includes removal of the existing toll booth and replacement of the existing concrete roadway with asphalt where the demolished toll booth exists. The southbound roadway will be milled and resurfaced between the south landing of the Bob Sikes Bridge, through the toll gantry area for approximately 1,350 LF. The existing roadway will be narrowed due to the existing asphalt facilitating 4 tolled lanes through a toll booth structure. The current canted roadway will be maintained to facilitate stormwater sheet flow to the west. Concrete barrier walls will be constructed to protect the tolling gantry vertical supports. Curbing and minor grading with white sand will be required as needed for adjustments to the median width as shown in the plans. The existing "U-Turn Lane" located in the median just south of the existing toll booth will be shifted farther south to facilitate construction of the new tolling gantry. All striping will be thermoplastic and RPMs will be installed as indicated. All signage will be installed on round aluminum posts. Demolition Scope: The demolition of the toll booth will be conducted during overnight hours once the detour is built and the new tolling structure is constructed, tested, and put into operation. The demolition contractor will be responsible for utility disconnect coordination with the proper utility providers and obtaining appropriate permits from Santa Rosa Island Authority and Escambia County Building Services as applicable. Anticipated duration of lane closures for demolition is one overnight period with mainline lane shifts as needed to remove remaining debris the following day. Tolling Scope: The tolling equipment construction will consist of a new toll gantry per FDOT standards for three tolled lanes and an elevated platform for the tolling equipment. The new tolling gantry will be located approximately 180 LF south of the existing toll booth. The gantry structure and the vertical structure of the elevated platform will be coated with a blue epoxy paint as specified in the plans. The toll by plate electronic equipment will be provided, installed, and tested by TransCore. Installation of the overhead gantry is anticipated to be one overnight closure period with mainline traffic restored the following day. Intelligent Transportation Systems (ITS) Scope: ITS items include installation of 2 new CCTV cameras on new CCTV poles/foundations with lowering devices, new fiber optic communications, and power connections as needed. The new fiber optic line will connect to a future fiber network on US 98 in Gulf Breeze eventually connecting the new toll facility and existing traffic signal on the island to the expanding ITS system for the region. The fiber optic line will consist of one 24SM line with 3 each 2" conduits and tracerwire along the terrestrial route with one 24SM line in a 4 inch fiberglass outerduct containing 3 each 1.5 inch innerducts connected to the outer curb of the Bob Sikes Bridge. Fiber installation will begin at approximately the FDOT / County Maintenance line just south of the US 98 flyover and extend across the Bob Sikes Bridge southward to the existing traffic signal at Fort Pickens Road for an approximate distance of 1.9 miles. The ITS system will include pull/splice boxes as shown. For the short term, the new tolling system will be connected to the existing Uniti Fiber network via splice box located near the toll gantry location on the west side of the roadway. Maintenance of Traffic Scope: It is imperative that traffic is maintained due to the tourism nature of Pensacola Beach. To install the overhead tolling gantry and later demolish the toll booth, a detour route has been designed using a temporary median crossover, removal of a traffic separator at the access road near the Grand Marlin, and specific traffic control at the intersection just south of the proposed gantry. There will be no lane closures from 6am to 10pm Monday through Thursday and no lane closures from 6am Friday through 10pm Sunday. The southbound outside lane of the Bob Sikes Bridge may be closed 8am through 5pm Monday through Friday to install the fiber optic conduit to the bridge. All TTCP devices must be removed daily by 5pm to facilitate traffic to both southbound lanes. Bike Ped access must be maintained throughout the closure instances.
