Renovation of an educational facility in San Diego, California. Completed plans call for the renovation of a educational facility.

The main scope of the project is the modernization of three (3) hydraulic passenger elevators: one outdoor and 2 indoor elevators in Nierenberg Hall at the Scripps Institution of Oceanography to improve functions and aesthetics and upgrades to meet the current code. The outdoor elevator is located outside of the building to transport individuals from the upper parking/building area to the lower courtyard with access to the pedestrian bridge that connects to the main Scripps campus. The outdoor elevator renovation scope includes structural steel repairs due to major corrosion caused by the harsh ocean air environment. In addition, the structure has water intrusion issues that will be addressed as part of the project. Estimated Construction Cost: $2,000,000 Estimated Construction days is 314 days. The University seeks General Building Contractors with demonstrated experience in project scope that includes; building renovation projects that include elevator renovation and modernization within active commercial or institutional research laboratory facilities working with C-11 elevator subcontractors; structural steel repairs within facilities that contain a high degree of technical/aesthetic complexity; and repairs to building envelop subject to various factors such as high humidity coastal environment. The Contractor shall have demonstrated an average annual business revenue of at least $6,000,000 over the last FIVE (5) consecutive years. The Contractor must have demonstrated experience on their best FIVE (5) Comparable Projects with the Contractor providing services as General Building Contractor within the last ten (10) years. Comparable Projects should have possessed the following construction challenges; urban site work with limited construction and staging areas; repair of buildings requiring proactive and innovative solutions due to noise, dust, and pedestrian traffic while building is fully occupied and research is ongoing; renovations requiring proactive and innovative solutions due to unknown and/or unforeseen field conditions; and project complexity requiring tracking of multiple functions, complex phase plan and critical path construction scheduling to complete on time. Contractor shall submit Five (5) Comparable Projects demonstrating experience in structural steel repairs, building envelope/waterproofing repairs and experience working with C-11 Elevator subcontractor. Prequalification Submission: Each prospective Contractor must submit electronically one (1) complete prequalification questionnaire in PDF format. Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within the limits imposed by law or University policy. Each Bidder may be required to show evidence of its equal employment opportunity policy. The successful Bidder and its subcontractors will be required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay prevailing wage at the location of the work. In addition, the University is committed to promoting and increasing participation of small business enterprises (SBEs) and disabled veteran business enterprises (DVBEs) relating to all goods and services covered under the awarded agreement, subject to any and all applicable obligations under state and federal law, and University policies. The awarded contractor shall make best efforts to provide qualified SBEs and DVBEs with the maximum opportunity to participate. Potential bidders will be required to submit their small business outreach plan to the University as part of the prequalification process. The work described in the contract is a public work subject to section 1771 of the California Labor Code. No contractor or subcontractor, regardless of tier, may be listed on a Bid for, or engage in the performance of, any portion of this project, unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 and 1771.1. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The successful Bidder shall pay all persons providing construction services and/or any labor on site, including any University location, no less than the UC Fair Wage (defined as $15 per hour) and shall comply with all applicable federal, state and local working condition requirements.
