Sealed Bids for construction of the Granite Lateral Installation Project (1SGLI). The project consists of construction of 13 new gravity sewer laterals through an area primarily served by private septic systems. The scope of work includes, but is not limited to, trenching and installation of 13 gravity sewer laterals, partial or complete trench restoration, and general private property and right-of-way restoration. The Engineer's estimate is $166,000 to $212,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. A third-party contractor is completing a sewer main segment in Granite Drive in connection with and as a condition of a certain development known as the Ponderosa Master Plan (City of Bend Permit No. PRINF202501630). The sewer main segment will be located in Bend, Oregon on Granite Drive between Poplar Street and Ponderosa Street, and slightly east on Ponderosa Street south of Granite Drive. The Project involves the construction of 13 new gravity sewer laterals off the newly constructed Granite Drive sewer main. The Work includes, but is not limited to, trenching and installation of 13 gravity sewer laterals, partial or complete trench restoration, and general private property and right-of-way restoration. The Work will require coordination with the third-party contractor to ensure construction is sequenced to allow the laterals to be built after the main is in place but before the road is paved. The Work is contingent upon and must begin following the City of Bend's acceptance of adjacent Granite Sewer Main segment. Notice to proceed for construction of laterals pursuant to this agreement will be issued by the City within a reasonable time not to exceed five (5) business days after City acceptance of aforementioned Granite Sewer Main segment, unless further extended by the City in its reasonable discretion. Interim completion dates, and construction durations per Section 00180.50(h) apply. The City expects the Granite Sewer Main segment to be substantially complete and accepted by the City on or before August 19, 2025, but that date may be subject to change. Contractor agrees to complete the Work within 30 calendar days following receipt of the Notice to Proceed, but in no event later than September 30, 2025; provided, however, if completion of this Work by that September 30 date is not possible because the sewer main is not accepted by the City on or before September 1, 2025, the parties may negotiate an extension to this agreement or either party may terminate this contract without liability to the either party. Contractor must coordinate with overlapping construction project and will be utilizing in-place traffic control (installed by others) while performing the work. To effectively benefit from traffic control sequencing, contractor must install sewer lateral serving 60818 GRANITE DR first unless otherwise directed by the City's Project Manager. If traffic control sequencing is not feasible, then the City will provide traffic control for the Work. The Engineer's estimate is $166,000 to $212,000. Purpose of project is to provide sewer service laterals, in coordination with construction of the adjacent sewer main related to a private development project, to allow properties to connect to City sewer and decommission existing septic facilities. Contingent on timely completion of the Granite Sewer Main segment, as described in the Scope of Work, Contractor shall construct Granite Sewer Laterals Project - 1SGLI. The Project is described in more detail in the attached Exhibit A - Scope of Work. Contractor is required to furnish all materials, labor, water, tools, power, equipment, transportation and other work needed to construct the Project, unless otherwise indicated in the Contract Documents.
