Site work and paving for a road / highway in Ridgecrest, California. Completed plans call for site work for a road / highway; and for paving for a road / highway.
There will be no pre-bid site visit. RIDGECREST MPM 0.10, RDS 25-26 Engineer Estimate: $350,000 All questions must be mailed, faxed, or e-mailed to James Reese (James.Reese@countyofnapa.org), Napa County Department of Public Works, 1195 Third Street, Room 101, Napa, CA 94559, by July 3, 2025 at 12:00 P.M. No questions will be accepted after this deadline. The Board of Supervisors reserves the right to reject any or all bids. CONTRACTOR shall complete the work forty (40) working days. The Contractor shall possess a Class A license at the time of the Bidding and Contract award. A bid guarantee in the amount of 10% of the total bid shall accompany the bid. The Contactor and Sub-Contractor shall be registered with the State of California Department of Industrial Relations (Public Works Contractor (PWC) Registration) at the time of bid opening. The successful bidder shall be required to furnish a Performance Bond in an amount equal to 100% of the contract price and a Labor and Material Bond in an amount equal to 100% of the contract price with good and sufficient surety. Each bidder must be licensed as required by law. As stated in the Special Provisions, CONTRACTOR shall begin work within ten (10) working days after the Notice to Proceed that the RIDGECREST MPM 0.10, RDS 25-26 Project is ready to proceed. The work for this project generally consists of: o Mobilization o Staging Area Setup o Construction Area Signs per CAMUTCD standards and Special Provisions o Temporary Traffic Control per CAMUTCD standards and Special Provisions o Roadway asphalt pavement. o Utility coordination. o Auxiliary work shown on the plans and as directed by engineer. o All construction activities including any temporary staging shall occur within County right of way unless directed otherwise by the engineer. o Drilled Piles o Concrete Lagging o Concrete Pile Cap o Bench Construction o Asphalt o Final cleanup o Project Closeout Refer to the Special Provisions, Section A for more details Bids are required for the entire work called for by the description of work set forth in the special provisions, and neither partial nor contingent bids will be considered. Bids must be valid for 60 days from the date bids are opened. No bid will be considered unless it is made on a blank form furnished by the County Engineer of Napa County and is made in accordance with the provisions of the proposal requirements and conditions set forth under the Standard Specifications of the State California, Department of Transportation, except as modified in the above referred to Special Provisions. Contractors shall view locations on their own but Contractors are required to be identified on the bidders list to participate in bidding for this project. The 50 Ridgecrest project consists of 84 feet long soldier pile supported retaining wall where significant settlement and damage occurred at the slide in order to prevent future slides and improve the steep slope stability on the north side of the road along the roadway edge. The structural steel soldier piles are embedded in 24-inch diameter holes filled with lean concrete. The cast-in-drilled hole piles are spaced at 8 feet on center. Precast Concrete lagging is placed between the soldier piles. A cast in place reinforced concrete cap is placed on top of the soldier piles. Relatively closely spaced soldier piles will transfer lateral soils loads to deeper and stronger materials. Filling and repaving the roadway will be required to restore the asphalt surface and pre-slide drainage patterns. The Projectshall include but not be limited to all labor and materialsfor the following safety enhancement components for Napa County: 1. Construction Area Signs per CAMUTCD standards and Special Provisions 2. Temporary Traffic Control per CAMUTCD standards and Special Provisions 3. Removal and disposal of Existing Guardrail System 4. Coordination with Napa County Roads Department for Shoulder Backing 5. Installation of Guardrail System All construction activities, including staging, shall occur within the County right of way. Per the project specifications, the contractor will be responsible to notify all adjoining property owners of the work schedule and make accommodation where deemed necessary. Traffic control will be conducted per CAMUTCD standards and these special provisions: 1. Limit lane closures to 7:00 am to 5:00 pm with prior approval from the County 2. One lane must be kept open at all time. 3. Only one stationary lane closure at a time. 4. Flaggers must be stationed at both ends of the closure. 5. Access to private property must be provided at all times. B. The Contractor is responsible for Quality Control. C. The Contractor is responsible for the quality of the Work including materials and workmanship performed by the subcontractors. D. The Contractor will cooperate and coordinate with the County for Quality Assurance testing performed by the County. E. The County performing Quality Assurance inspections and testing does not relieve the Contractor from the responsibility of performing all Quality Control testing required to deliver a quality project. F. Quality Control includes all tasks required to deliver a coordinated and complete project that is in compliance with the intent of the Contract Documents. A. This section describes the lines, grades, and survey control to be established and maintained by the Contractor, and also describes the survey requirements to be performed by the Contractor. B. The Contractor shall furnish all labor, equipment and materials necessary to provide construction surveying and staking for the project as shown on the contract documents. C. All surveying shall be done by, or under the direction of, a land surveyor licensed in the State of California. D. It is the Contractor's responsibility to verify the accuracy of all survey controls and stakes set in the field. Provide immediate notification of apparent errors in the initial staking or in the furnished data. E. Preserve all initial reference and control points. After beginning construction replace all destroyed or disturbed initial reference or control points necessary to the work. F. Before surveying or staking discuss and coordinate with the Engineer. G. Include staking activities in the construction schedule submitted. Include the dates and sequence of each staking activity. H. The County, at its discretion, may perform random survey verification for the project. The Contractor shall give the County 48 hours notice prior to setting controls and stakes in the field. Once controls and stakes are set in the field the Contractor shall give the County 48 hours notice to perform survey verification. I. The County's survey verification of the project shall not relieve the Contractor of the responsibility for the proper execution of the Work in accordance with all requirements of the contract documents. Compliance is a duty of the Contractor and shall not be avoided by acts or omissions by the County Attention is directed to Section 4, "Scope of Work," of the Standard Specifications. The intent of the plans and specifications is to cover the entire project ready for use when completed. The Contractor shall accomplish complete installation of facilities, and any other required items to make the unit complete. All units, facilities, etc., shall be in operating condition to the approval of the Engineer. The quantities and items listed in the proposal form and contract form are given as a basis for the comparison of bid and the Board of Supervisors does not, expressly or by implication, agree that the actual amount of work will correspond therewith, but reservesthe right to increase or decrease the amount of any class or portion of the work, or to omit portions of the work as may be deemed necessary or expedient by the Engineer.
