A cashier's check, certified check, or acceptable Bidder's Bond payable to the Owner in an amount not less than five percent (5%) of the largest possible total for the bid submitted including consideration of alternates, must accompany each bid as a guarantee that, if awarded the contract, the Bidder will promptly enter into a Contract and execute such bonds as may be required. To bid and perform Work covered by these documents, the Contractor must be licensed under Classification IV - Municipal and Public Works Construction. The Contractor shall begin mobilization and procurement of materials within ten (10) days of the receipt of the Notice to Proceed. The Owner reserves the right to reject all bids. Such actions will be in accordance with Title 38 of the Louisiana Revised Statutes. All bids may be held forty-five (45) days. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Questions received less than seven days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
