Park Installation in Uniontown Questions regarding this project shall be submitted electronically via online. Each proposal shall be accompanied by a bidder's bond, or certified check or cashier's check, in favor of the Redevelopment Authority for the City of Uniontown, in the amount of not less than 10%. The Owner reserves the right to waive any informality in and to accept or reject any and all bids. No bid may be withdrawn for a period of sixty (60) days. Bidders must submit with their bids the non-collusion affidavit contained in the contract documents. The project is funded through the Community Development Block Grant Program (CDBG) and is subject to all related federal regulations. Federal prevailing wages established under the Davis-Bacon Act will apply to this contract. The contract documents contain requirements addressing labor wage rates, labor standards, nondiscrimination in hiring practices, goals for minority and female participation, MBE and WBE participation, participation by Section 3 residents and businesses, illegal alien employment prohibition, and related matters. All contractors and sub-contractors working on this project will be required to comply with the Pennsylvania Human Relations Act No. 222, PA Steel Products Procurement Act, Build American Buy American Act (BABA), and must meet guidelines and practices established by the City of Uniontown and The Redevelopment Authority of the City of Uniontown and all other appropriate federal regulations including: 1) Executive Order 11246, 2) Section 3 of the Housing and Community Development Act of 1968, as amended. Bidders shall certify that they are not debarred from participating in federally funded contracts. The Bidders attention is called to the "Minority/Women Business Participation" requirements contained in the Project Specifications. The CONTRACTOR must utilize, to the greatest extent feasible, minority and/or women owned business concerns. The Redevelopment Authority of the City of Uniontown has established minimum level of participation of 5% MBE and for WBEs 3%. MBE-WBE utilization is based on Executive Orders 11625, 12138, and 12432, and the Service will comply with these orders by requiring for Recipients to submit this information to the Service, when applicable. The Bidders attention is also called to Section 3 minimum numerical goals found at 24 CFR Part 135.30 which outlines a goal of 10% of the total dollar amount of all covered construction contracts to Section 3 businesses. Section 3 requires that the CONTRACTOR must utilize, to the greatest extent feasible, local area businesses, trainees, employees, and low-moderate income persons within the general trade area. The bidders/offerors must submit documentary evidence of minority and women business enterprises and Section 3 Business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted concurrently with the bid. The Redevelopment Authority of the City of Uniontown does not discriminate in regard to race, color, religion, sex, ancestry, marital status, disability or the use of a guide or support animal because of physical handicap, or age, in the provision, admission, employment, sexual orientation, national origin, gender identity or expression, family responsibility or familial status. Question Deadline 07/02/2025 No oral interpretation will be made to any Bidder as to the meaning of the Contract Documents or any part thereof. Every request for such an interpretation shall be made in writing to the Engineer. Any inquiry received seven (7) or more days prior to the date fixed for opening of Bids will be given consideration. Every interpretation made to a Bidder will be in the form of an Addendum to the Contract Documents The Work to be done under this Contract, as shown on the Contract Plans and Specifications, shall include the furnishing and complete installation of all materials and any other necessary Work required for proper completion, operation and use of the facilities. All of the equipment, materials and labor that may be necessary to complete the Work and place it in satisfactory operation, implied or intended in the Plans and Specifications, shall be furnished and/or installed without extra cost to the OWNER The work covered by these specifications is located at the intersection of Clark St. and Collins Ave. in Uniontown, Fayette County, Pennsylvania. The project involves construction of Calvary Playground (excluding play equipment and play surface installation) as shown on the drawings, addressed in these documents and inferred herein.
