OUC is seeking proposals from licensed, experienced Construction Manager-at-Risk (CMAR) firms with a demonstrated record in value engineering, constructability review, Guaranteed Maximum Price (GMP) development, and construction of water distribution systems. The selected CMAR will provide both pre-construction and construction services for the Belle Isle Secondary Water Main Replacement Project ("Project"). During pre-construction, the CMAR will collaborate with OUC and its engineering consultant to support design development, constructability, scheduling, and cost estimating, culminating in a proposed GMP subject to negotiation and approval by OUC. Respondents are expected to demonstrate relevant project experience, including in areas such as sealed bidding, owner-direct purchases, and pre-construction collaboration. Proposals will be evaluated based on the criteria listed in Section 1.2, including firm qualifications, personnel experience, past performance, and project execution capabilities. The CMAR will be responsible for delivering a high-quality, cost-effective project in alignment with OUC's budget, schedule, and performance goals.
