The scope of the work consists of sidewalk installation along Ayersville Avenue from Logan Street to Dohoney Road. Sidewalk installation of Ayersville Avenue from Logan Street to Dohoney Road (C-171) The opinion of probable construction costs is $1,324,032.00 This work shall be performed by an ODOT Pre-Qualified Contractor and in accordance with Plans, Specifications and other contract documents. Prequalification status must be in effect at the time of bidding, the time of sale, the time of award and through the life of the construction contract. Proposals must be submitted on the form furnished by the City; must contain the full name of every person interested therein and shall be accompanied by a bid guarantee of a bond as required in Section 153.54 (A) of the Ohio Revised Code with a satisfactory surety or accompanied by a bid guarantee of not less than ten (10%) per cent of the amount of the proposal by a Certified Check, Cashiers Check or letter of credit pursuant to Chapter 1305 and Section 153.54 of the Ohio Revised Code on a solvent bank, subject to the conditions provided in the Notice to Bidders. The successful bidder will be required to furnish a satisfactory performance bond. ODOT shall be named as an obligee along with the City of defiance on the performance bond. Disadvantaged Business Enterprise (DBE) participation goals (subcontracts, materials, supplies) have been set on this project for those certified as DBEs pursuant to Title 23, U.S.C. section 140(c) and 49 CFR, Part 26, and where applicable qualified to bid with ODOT under Chapter 5525 of the ORC. Because there is a DBE goal on this project, all bidders are required to submit to ODOT their DBE Utilization Plan prior to or at the time of bid. Any bids received without electronic submission of the DBE Utilization Plan to ODOT at or before bid time, will be deemed unresponsive. Furthermore, the apparent low bidder needs to supply a DBE Affirmation Form to ODOT within five calendar days of the bid opening. The DBE Affirmation shall be approved by ODOT prior to the city awarding the contract. Any bid may be withdrawn prior to the scheduled closing time for receipt of bids, but no bidder shall withdraw his bid within Sixty (60) days after the actual opening thereof. The right is reserved to reject any or all bids and to waive informalities. The city requires that this project be achieve final completion no later than June 1, 2026.
