The intent of this Request for Proposal (RFP) is to obtain the services of qualified consultants to establish one or more fixed fees, open-ended contracts for planning and zoning services in support of the County of Loudoun (County), Virginia, Department of Planning and Zoning (DPZ). This RFP requests professional consultant services in support of the planning and zoning initiatives and other special projects identified on DPZ's work plan and non-project-based contract staff support for routine planning- and zoning-related tasks on an "as needed" basis for a one (1) year period with up to three (3) one-year renewal options. The number of contracts will depend on the number and quality of the proposals received with a maximum of two (2) contracts being awarded. The County is seeking qualified consultants who are able to provide exceptional work in all the following disciplines: o Planning Project Management and Support o Zoning Administration o Long-range Community Planning o Land Use and Development Review o Planning and Zoning Customer Service All offerors will need to possess the following basic/main skills: o Ordinance, Policy, and Code Development and Analysis o Documentation/Technical Writing o Visualization and Graphic Design o GIS/Mapping o Public Participation and Outreach o Research of Industry Best Practices The Agreement's initial term shall cover the November 1, 2025, through October 31, 2026, or an equivalent period depending on the date of agreement award.
