This Request for Proposal ("RFP") is issued by the Public Works & Capital Improvements Committee (hereafter the "Committee") on behalf of the City of Norwich. The RFP is issued for the purpose of recruiting developers including individuals, who may be from the public or private sector ("Respondents"), to preserve, develop, rehabilitate, design, construct, manage, finance, market, lease and reuse the subject parcel. With this RFP, the City of Norwich is actively soliciting Proposals - the timing, form and substance of which are described in Section 2. below - from Respondents who wish to participate in the ongoing redevelopment of the City of Norwich. The RFP involves one (1) parcel constituting one project: 98 Washington Street. Addenda, if any, will be posted on the website listed above. All bidders, prior to submitting their bids, should check the websites to ensure they have received all issued addenda. The City of Norwich reserves the right to reject and all bids, in whole or in part, to waive minor irregularities in the bidding and to award the bid to other than the low bidder if deemed in the best interest of the City. No Bidder may withdraw its bid within sixty (60) days of the bid opening date. Should there be reason why the contract cannot be awarded within the specified time, the time may be extended by mutual agreement between the City and the designated, qualified low bidder. All questions regarding the request for proposals must be submitted no later than July 16, 2025 at 12:00 P. M. through the City of Norwich Procurement Portal at online. Monday, July 14, 2025 at 10:00 AM, Dr. Patrick Cassidy House at 98 Washington will be opened for public inspection.
