Question Deadline 07/18/2025 at 5:00 PM ET The City of Norwich, Connecticut is requesting statements of qualifications and proposals from qualified firms and individuals for comprehensive Owner's Representative services in connection with the design and construction of one new middle school and the renovation of the Huntington School into Adult Education and Norwich Public School administrative offices. The middle school will be built at the site of the existing Teacher's Memorial Global Studies Magnet School, 15 Teachers Drive, Norwich, CT. The Samuel Huntington Elementary School is located at 80 West Town Street, Norwich, CT. These two tasks comprise the Project. The Owner's Representative will be the first of the service providers the City will select and engage for the Project. Among the services the Owner's Representative will be providing is assisting the City in procuring the other needed service providers In all instances, the Owner's Representative will be just that - a representative of the Owner duty bound to act in the Owner's best interest. It is to provide advice and assistance to the Owner in developing the plans for the Project and the procurement and selection of the Project professionals, the Project Architect, and in all likelihood, the Construction Manager at Risk. Once these professionals are selected and on board, the Representative is to assist the Owner in exercising the rights, pursuing the interests and performing the duties the Owner will have under its agreements with the Architect and Construction Manager. The specific scope of the Representative Services will not displace those contractually assigned to the Architect or the Construction Manager. The basic concept is that the Owner's Representative is to provide the management of the Project that the Owner would have itself provided if it had the in-house capability to perform that function on a very sophisticated level, coordinating the participants, facilitating the work and its progress, overseeing what others are doing for it on the Project, monitoring all the activity that occurs there and consolidating and communicating all pertinent information to all pertinent parties. The goal is to ensure that the design works, that it meets the Owner's requirements, meets all requirements set forth by the State of CT Office of Grants Administration (OGA), and that the construction is per the design, and that project costs are within the budget. The City of Norwich reserves the right to reject any and all bids, in whole or in part, to waive minor irregularities in the bidding and to award the bid to other than the low bidder if deemed in the best interest of the City. No Bidder may withdraw its bid within sixty (60) days of the bid opening date. Should there be reason why the contract cannot be awarded within the specified time, the time may be extended by mutual agreement between the City of Norwich and the designated, qualified low bidder. All final awards of the bid shall be in compliance with the City of Norwich Code of Ordinances 7-46 - Delinquent Tax Setoff Against Money Due Bidder or Contractor. All bidders must submit bids/proposals through the City Procurement Portal. Responding bidders must ensure that employees and applicants for employment are not discriminated against because of their race, color, religious creed, age, marital status, national origin, ancestry, sex, gender identity or expression, intellectual disability, mental disability or physical disability, including, but not limited to blindness, unless it is shown by such bidder that such disability prevents performance of the work involved.
