Vendor to provide annual preventive maintenance and testing services and to provide on-site and remedial testing services as needed for Uninterruptable Power Supplies (UPS), located at the various Narragansett Bay Commission (NBC) Facilities listed in Attachment No. 1. All construction contractors, independent tradesman, or firms providing any type of maintenance, repair, or other type of service to be performed on Narragansett Bay Commission premises, buildings, or grounds are required to purchase and maintain insurance coverage, with a company or companies licensed to do business in the State of Rhode Island. Please refer to Page 12, Item #33 Insurance, in the attached NBC Terms and Conditions of Purchase, for amount of insurance coverage required. The Purchasing Officer reserves the right to consider and accept alternate forms and plans of insurance or to require additional or more extensive coverage for any individual requirement. Successful bidders shall provide certificates of coverage, reflecting the Narragansett Bay Commission as an additional insured, to the NBC Purchasing Department, forty-eight (48) hours prior to the commencement of work, as condition of award. Failure to comply with this provision may result in rejection of the offeror's bid. The total annual service maintenance fee must be listed on Page 2 of Bid Proposal form and will be the sole number used in bid award determination. Hourly labor rate for remedial service and battery rate must be listed but will not be included in bid award determination. This information will be used strictly for budgetary reasons. Vendor must cite any exceptions to NBC specifications on separate attached company letterhead, dated, referencing the NBC bid number and specific bid item number, with an authorized company signature as well as typed name & title of signatory. NBC is a Rhode Island public corporation and is exempt from RI state sales tax. Vendor's price, one (1) total price for annual maintenance. NBC will make one (1) bid award to the lowest responsive and responsible bidder. One (1) original and one (1) copy of vendor's bid must be submitted. Vendors and the public are advised that due to Covid-19 emergency social distancing requirements, bid openings at the Narragansett Bay Commission will be conducted via live streaming on the ZOOM internet platform. Vendors and the public will not be permitted to enter the Narragansett Bay Commission building to attend bid openings. Vendors and the public who attend bid openings via live streaming shall be required to identify themselves and a record of all such attendees will be maintained by the Narragansett Bay Commission. Vendor bids will be opened and read aloud at the date and time listed in the bid proposal. Bid results will be tabulated as soon as possible after the bid opening. If a vendor opts to not mailits bid to the Narragansett Bay Commission and instead elects to submit its bid in person, they can enter the Narragansett Bay Commission building to drop off their bid. In accordance with the Governor's Executive Order(s) and Department of Health emergency regulations, all social distancing recommendations must be adhered to and a cloth mask which covers the nose and mouth must be worn when dropping of the bid if not vaccinated. Vendors delivering a bid to the Narragansett Bay Commission should allow sufficient time for dropping off the bid. The Narragansett Bay Commission assumes no responsibility for delays caused by any reason. Vendors are solely responsible for on time delivery of bids. Independent site visits may be performed by vendors with forty-eight (48) hours' notice provided to NBC via email to Eugene Sorkin at esorkin@narrabay.com by no later than June 30, 2025, by 3:00 PM. Blanket requirement is July 1, 2025, to June 30, 2026. NBC reserves the right to extend the blanket agreement for up to two (2) additional twelve (12) month periods. Continuance of this agreement shall be contingent upon satisfactory performance, continued need for service, and available funds.
