Asphalt rejuvenation of a plant-based material in the Lake Front Royal Property. SCOPE OF WORK a. General Specifications The contractor shall have a minimum of five (5) years' experience in providing asphalt rejuvenation. The contractor shall furnish all necessary labor, materials, asphalt rejuvenation agent, equipment, and traffic control necessary to perform the application of the asphalt rejuvenation agent to pavement surface of Mountain Heights Road and Highridge Road located in Lake Front Royal. The asphalt rejuvenating agent shall be applied by an experienced applicator with a minimum of three (3) years' experience in applying the product proposed for use. b. Material Specifications The penetrating asphalt rejuvenator shall be considered "green" and be liquid and plant based. The asphalt rejuvenator shall be have the capability to penetrate the asphalt surface and soften the asphalt binder to improve cohesion while retarding the crack propagation of the pavement surface. The asphalt rejuvenator shall dry within one (1) hour. The product shall lower the viscosity, reversing the chemical age by a minimum of two (2) years. Product shall have a minimum of four (4) year warranty. c. Weather Requirements The asphalt rejuvenating agent shall not be applied to a wet surface, or when rain is occurring, or the warning of rain is present immediately before and during the placement. The surface treatment shall not be applied when the temperature is less than forty (40) degrees. The temperature of the surface shall be between the recommended manufacturer guidelines. d. Roadway Specifications Unless otherwise noted, all aspects of this project shall be constructed in accordance with, and all materials shall be in compliance with, the current edition of the Virginia Department of Transportation's (VDOT) Road and Bridge Standard Manual. e. Quality Assurance All procedures shall be performed in accordance with all State, Federal, and local laws and regulations. Contractor shall be responsible for any damage to public or private property which may occur because of project operation. All work shall be completed with VDOT's Road & Bridge Standards Manual. f. Performance Requirements Working days will be scheduled between Monday and Friday with a start time of 7:00 AM each scheduled day. All work to be completed and areas reopened to residents no later than 5:00 PM the same day work starts. All contractor personnel shall wear appropriate reflective attire. For example, vest meeting ANSI Class III standards, while performing work in proximity to moving traffic. The contractor shall maintain a clean worksite as not to allow debris, excess dirt, or materials to accumulate in such a manner that will endanger the satisfactory completion of the work or the traveling public. Each working day will start by closing down the lot/street entrance(s) with contractor provided barricade and yellow caution tape. Contractor shall clean the roadways and parking areas to be rejuvenated that will consist of approximately 30,396 square yards of pavement surface. Residents of Lake Front Royal will be required to remove all vehicles from the affected working areas so work can promptly begin. Residents will also be notified that no foot traffic will be allowed on affected surface while the lots are closed to keep material from tracking. If crack sealing and striping are required they will be done and dry no later than 5:00 PM the same day work starts. Contractor shall provide optional services for applying asphalt rejuvenate to the Lake Front Royal POA lot that is approximately 2,358 square yards, layout and painting of yellow center lines, blacking out old center lines, and applying reflective glass beads to the yellow center lines. *The bid list for this project may be incomplete.
