Lead Service Line Replacement Program - Phase 3. PROJECT COMPLETION: 330 calendar days from "Notice to Proceed" LIQUIDATED DAMAGES: $500.00 Per Day. Question Deadline 07/13/2025 Questions must be submitted in writing to igarcia@trentonnj.org. Bidders are required to complete, sign (original signature), date, and notarize (as required) all forms in the Request for Bid. N.J.A.S.40A:11-13(e) Any prospective bidder who wishes to challenge a bid specification/scope of services shall file such challenges in writing with the contracting agent no less than three business days prior to the opening of the bids. Challenges filed after that time shall be considered void and have no impact on the contracting unit or the award of a contract. Bid date notes :BID SUBMITTAL INSTRUCTIONS Proposer shall provide one (1) copy of original bid (with original signature), labeled "Original," and two (2) identical additional copies of the full bid package in a sealed envelope. Bid must be clearly identified on the outside of the sealed envelope with the firm's name, BID2025-32, and "LEAD SERVICE LINE REPLACEMENT PROGRAM - PHASE 3". Phase 3 will target replacements of lead service lines in the City of Trenton. Addresses will be added to and removed from the list in Appendix A by the Engineer or Owner within the defined Work Area throughout the project duration for approximately 600 service line replacements. The number of lines could change during construction to meet the available funding. Most replacements are likely to be full replacements (i.e. both utility-side and home-owner-side are replaced. However, some replacements will be utility-side-only, and some replacements will be homeowner-side-only. Contractor may also perform replacements on the same streets as the homes listed in Appendix A under the conditions discussed in Section 01170 - Special Provisions. A. Furnish all labor, materials, equipment, and incidentals required to replace approximately 600 lead service lines or galvanized steel and construct the Lead Service Line Replacement Project in its entirety as specified herein and as shown in the details in Appendix B. The number of lines could change during construction to meet the available funding. Additional addresses may be added by the Owner or Engineer within the defined Work Area. All replacements will be full replacements unless the test pit indicates that the entire service line is not made of lead or galvanized steel. In the event that only the service line from the curb stop to the meter or from the main to curb stop consists of lead or galvanized steel, it shall be considered a Homeowner-side or Utility-side-only replacement, respectively. B. The Contractor shall provide an adequate workforce including service replacement crews, restoration crews, plumbers, and subcontractors to execute the work within the Contract Duration while maintaining an average monthly quota of 80 replacements completed service replacements per month. The Owner may terminate for cause if the Contractor fails to maintain an average monthly quota of 80 service replacements per month. C. All pipe taps (wet tap up to 2-in) shall be performed by the Contractor with adequate equipment and parts. D. The Work includes, but is not necessarily limited to, the following: 1. Furnishing and installing new copper service tubing, corporation stop (if required), curb stops and boxes, ball valves, core drilling and adapters and fittings of the necessary size required to reinstate water service to the customer, and disposal of existing domestic lead or galvanized steel water service lines including corporation stops, curb stops, and boxes, valves, and adapters. When an existing service line is 3/4 " or less, a 3/4 " service line shall be provided. When the existing service is greater than 3/4 ", the service shall be replaced in kind with the existing size. All work required for lead service line replacements, including but not limited to: a. Coordination with the Owner b. Coordination and scheduling of work on private property with Customers (which shall include property owners, residents, tenants, and businesses) c. Obtain signed Right-of-Entry for all service lines to be replaced d. Traffic control e. Test pits f. Pavement and concrete removal, including saw cutting, as required g. Excavation and backfilling h. Testing and disposal of excess soil i. Removal and proper legal disposal of lead or galvanized steel service lines, concrete, asphalt, vegetation, clean and surplus waste and material j. Dewatering and shoring k. Trenchless installation, and open-cut installation when needed l. Leakage testing and flushing (AWWA C810) of new service lines m. Connecting to the existing water meter n. Installation of ball valves upstream and downstream of the water meter o. Removal of drywall (as needed) p. Temporary water service (as required) q. Provide residents with pitcher filters, replacement cartridges, and installation and use instructions. r. Photographic documentation of pre- and post-construction activities s. All final surface restoration work to restore all areas disturbed by construction to conditions equal to or better than pre-construction conditions. Basement final restoration is limited to drywall repair. t. Furnishing a full-time technician from an Independent Testing Laboratory who shall be onsite at all times while work is taking place to perform all specified testing and monitoring. u. Record information in GIS, GPS locations, and service card information updated on a daily basis v. Permits including, but not limited to, road opening, sidewalk opening, plumbing permits, and all other permits required to complete work. Plumbing inspection fees shall be paid by the Contractor. This Contract is funded in part by New Jersey Environmental Infrastructure Financing Program and the Contractor shall supply an Environmental Maintenance Bond in the amount of $25,000.00 or 50% of the price bid for the materials needed to fulfill the environmental specifications, whichever is greater.
