The Pasadena Unified School District (District) issues a Request for Qualifications and Proposals (RFQ/P) to invite contractors to perform preliminary (preconstruction) services and construction services for the District s Madison Elementary School Modernization Project pursuant to the lease-leaseback delivery method. (Ed. Code, 17406.) Any Contractor that may seek to contract with the District to perform construction services on this project must respond to this RFQ/P . The Project construction cost is estimated to be between $25 million and $27 million. The scope of work includes comprehensive site and building modernization improvements aimed at enhancing accessibility, safety, and modern functionality across the campus. Site enhancements involve upgrades to the exterior path-of-travel for ADA compliance, new safe dispersal area lighting, resurfacing of hardscape play areas, and underground utility improvements. Additional features include new landscape and irrigation systems, perimeter fencing and gate replacements, a new flagpole, trash and HVAC enclosures, shade structures, playground equipment, electronic marquee signage, and updated main entry signage. Building upgrades span several structures. Building A (Administration, Classrooms, and Auditorium) will undergo accessibility and fire alarm improvements, restroom renovations, casework and fixture replacements, HVAC and lighting upgrades, and new finishes. The auditorium will also receive new wood flooring, AV and theatrical lighting enhancements, and accessible ramps. Building B (Kitchen/Cafeteria) will see HVAC alterations, restroom upgrades, kitchen equipment replacement, and full MEP and finish updates. Building C (Family Center) will receive fire alarm upgrades and new lighting. Building D (Classrooms) will undergo similar upgrades including HVAC relocation. A new standalone Building E will house additional restrooms. The addendum with the following scope will be submitted to DSA soon, which will include expanded parking with EV charging stations, boiler relocation to a new enclosure, upgraded lighting for Building C, and further site improvements such as game striping, new rubberized play surfaces, a garden, and refreshed landscaping. Question Deadline 07/14/2025 Contractors that intend to submit a Response to the RFQ/P must: (1) prequalify with the District by submitting the District s Prequalification Questionnaire through online Class B Contractors License that is current, valid, and in good standing with the California Contractor's State License Board, and (3) meet the minimum project requirements noted within the RFQ/P. Contractors that have prequalified within a year of the deadline for the submittal of Proposals set forth in the schedule in the RFQ/P do not need to submit the Prequalification Questionnaire. The successful contractor(s) shall be required to furnish a 100% Performance Bond and a 100% Payment Bond if awarded a contract for a Project(s). The successful contractor(s) and its subcontractors shall pay all workers on the Project(s) not less than the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work as determined by the Director of the Department of Industrial Relations, State of California, for the type of work performed and the locality in which the work is to be performed within the boundaries of the District, pursuant to sections 1770 et seq. of the California Labor Code *The value for this project is based on a financial range.
