Question Submission Deadline July 22, 2025, 5:30pm The Rose Bowl Operating Company ("RBOC") is seeking statements of qualifications, technical proposals, and price proposals ("Proposal(s)") for a Construction Manager at Risk ("CMAR" or "Contractor") to provide preconstruction/design-assist services and - if RBOC's option to authorize Phase 2 is exercised - construction services, for the Rose Bowl Stadium South Endzone Renovation (the "Project") as indicated below and described in greater detail in the Contract Documents enumerated in the City's Standard Form of Agreement. The RBOC is seeking a CMAR that excels in six (6) key areas: project experience, team composition, project approach and methodology, financial strength, local business commitment and safety record, while also demonstrating a collaborative mindset to achieve optimal value within the Project budget and desired schedule. A Selection Committee shall review the Proposals and, based on the criteria identified in the RFP, the committee shall select no more than five (5) of the highest scoring finalists to shortlist, interview, and complete final scoring pursuant to P.M.C. section 4.08.047, competitive selection, using the CMAR alternative project delivery method. The Proposer recommended for award of the contract will be evaluated and determined on a best value basis, based on qualifications, technical proposal, price proposal, and interview scores. Construction Manager at Risk is a two-phased project delivery process: (1) Preconstruction/Design Assist Services, Selective Demolition Work ("Phase 1"), and an option for (2) Construction ("Phase 2"). If the RBOC authorizes Phase 2 it will either issue an amendment to the Phase 1 contract or a separate contract for Phase 2. Note: The RBOC is not obligated to authorize Phase 2 or issue a contract for Phase 2 - Construction. It is the City's intent to reach a mutually agreeable Guaranteed Maximum Price (GMP) prior to an award of Phase 2 contract/amendment. See Article 9 below for further details on the authorization of Phases. The South Endzone Renovation Project will be funded by RBOC FY26 CIP funds, which were authorized by the RBOC Board of Directors in May 2025. The Project must reach substantial completion by No Later Than ("NLT") July 2026 to ensure a seamless transition with the RBOC. RBOC will begin moving in no later than August 17, 2026 in order to be prepared for UCLA Football home opener scheduled for September 12, 2026. The RBOC will have a business impact and related costs for a late completion. See Liquidated Damage provision in Attachment A. General The services sought by this RFP include all labor, materials, equipment and services necessary during the preconstruction phase and to construct the Project. The Proposer shall work to obtain approvals in increments that will facilitate the approved schedule defined at the completion of Phase 1, and if the RBOC chooses to proceed with Phase 2. The complete and specific scopes of work to be performed by the Proposer are defined by the Phases, which will consist of a preconstruction phase (design assist/constructability review), a selective demolition phase and a construction phase. This RFP summarizes, and supplements, services specified in the Contract Documents. Documents are cumulative, and the Proposer is required to provide services specified in the RFP, its proposal, and executed contract. The physical work of the Project includes, but is not limited to the following: Demolition Services Earthwork Mechanical, Electrical and Plumbing (MEP) Systems Fire Life Safety Systems Concrete (Precast Seating Areas, Piles, Footings, Columns, Walls, Slab, etc.) Stone Countertops Structural Steel Miscellaneous Metals (Handrails, Guardrails, Gates, etc.) Finish Carpentry & Millwork (Wall Paneling, Base, Cabinetry, etc.) Glazing (Interior/Exterior Storefront, Operable Walls, Mirrors, etc.) Drywall Tile (Stone Flooring, Floor Tile, Wall Tile, etc.) Acoustic Ceilings Carpet/Resilient Flooring & Floor Preparation Painting Specialties (Toilet Partitions, etc.) Food Service Equipment Furnishings (Stadium Seating) Elevator (ADA Lift) Lighting Telephone/Data/Audio Video Landscaping
