Site work and paving for a mixed-use development in Woodlyn, Pennsylvania. Working plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

No definite date for rebid.** Question Deadline 07/11/2025 at 2:00 PM ET Questions through Online Portal The scope of work for this project includes installation of concrete curb (150 ft) and sidewalk (600 sq ft) and related work. The successful bidder, who is awarded the contract, will be required to pay the online Program a fee of 1/3 % of the contract award value. There is a minimum award fee of $100.00 and a maximum award fee of $5,000.00. Bidders must confirm the fees associated with bidding through online and the successful bidder is responsible for the fees associated with the awarded bid. Attention of bidders is called to all of the requirements contained in this bid packet, particularly to the Federal Labor Standards Provisions and Davis-Bacon and Related Acts, Public Works Employment Verification, Section 3 of the Housing & Community Development Act, various insurance requirements, Central Contractors Registration, various equal opportunity provisions, the requirement for a payment bond and performance bond for 100% of the contract price and a one-year maintenance bond for 10% of the contract price. All Contractors and Subcontractors of any tier that perform work under this contract must comply with the Township of Ridley Ordinance No. 2048 - Minimum Standards of Contractor Responsibility. Each bidder must submit a Contractor Responsibility Certification, and if applicable, a Subcontractor list and Subcontractor Responsibility Certification with the bid. Failure to submit the documents may result in bid being rejected. The Township reserves the right to accept or reject any or all bids thereof, and waive any informalities in the bidding, as they deem in the interest of the Township. Work Included: 1. Concrete Curb 2. 4" Concrete Sidewalk 3. 6" Concrete Sidewalk & Driveway Apron 4. Brick Pavement Adjustment 5. Bituminous Driveway Adjustment 6. Steps 7. Sewer Vents 8. Site Related Restoration 1. In accordance with Act No. 287 of 1974, as revised, Commonwealth of Pennsylvania, the contractor or developer, prior to performing excavation or demolition work on the job site shall obtain all recorded locations of existing lines as outlined herein. 2. Attention is directed to the fact that there may be other lines in certain locations in addition to the recorded locations. 3. Related Work Specified Elsewhere a) Act No. 287, as revised. b) Excavation, Backfilling and Compacting, Section 02220. A. Work included: Provide such field engineering services as are required for proper completion of the work including, but not necessarily limited to: 1) Establishing and maintaining lines and levels; and 2) Structural design of shores, forms and similar items provided by the Contractor as part of his means and methods of construction. B. Related work: 1) Documents affecting work of this section include, but not necessarily limited to, General Conditions, Special Conditions and sections of these specifications; 2) Additional requirements for field engineering also may be described in other sections of these specifications; 3) As described in the General Conditions, the Owner will furnish survey describing the physical characteristics, legal limitations, utility locations and legal description of the site. A. Items of work described herein are specifically listed in Form of Proposal for separate measurement and payment. B. No other item of work required by the drawings and specifications (contract documents) shall be measured or paid for as a separate item, but shall be included as part of the listed unit price item to which work most closely pertains. Failure to list all such related work in the description of unit price in Section 01150 shall not invalidate this stipulation. C. Costs for transporting materials to job site storage will be paid for under the appropriate unit price unless otherwise specified. D. Unit or lump sum price given for items listed shall cover all necessary labor, equipment, materials, supplies, and, where specified, testing required to complete the item. E. Payment will be made in accordance with the approved updated construction schedule. The Engineer will establish a percent completion for each activity on the schedule and will approve payments based on the sum of the product of scheduled value and percent complete for each activity. A. Work included: Comply with procedures described in this Section when applying for progress payment and final payment under this contract. B. Related work: 1) Documents affecting work of this section include, but are not necessarily limited to General Conditions, Special Conditions and sections of these specifications. 2) The contract sum and the schedule for payments are described in the Form of Agreement. 3) Payment upon Substantial Completion and Completion of the work are described in the General Conditions and in Section 01700 of these specifications. 4) The Engineer's approval of applications for progress payment and final payment may be contingent upon the Engineer's approval of status of Project Record Documents as described in Section 01720 of these specifications. 1. Work included: Make such changes in the Work, in the Contract Sum, in the Contract Time of Completion, or any combination thereof, as are described in written change orders signed by the Owner and the Engineer and issued after execution of the Contract, in accordance with the provisions of this Section. 2. Related work: a) Documents affecting work of this Section include, but are not necessarily limited to General Conditions, Special Conditions and section in these specifications. b) Changes in the Work are described further in the General Conditions. A. Work included: To help clarify construction contract administration procedures, the Engineer will conduct a Pre-Construction Conference prior to start of the work. Provide attendance by the designated personnel. B. Related work: 1) Documents affecting work of this section include, but are not necessarily limited to General Conditions, Special Conditions and sections of these specifications. A. Work included: To assure adequate planning and execution of the work so that the work is completed within the number of calendar days allowed in the Contract, and to assist the Engineer in appraising the reasonableness of the proposed schedule and in evaluating progress of the work, prepare and maintain the schedules and reports described in this Section. B. Related work: Documents affecting work of this Section include, but are not necessarily limited to General Conditions, Special Conditions and sections of these specifications. C. Definitions: "Day" as used throughout the contract, unless otherwise stated, means "calendar day". A. Work included: Make submittals required by the Contract Documents and revise and resubmit as necessary to establish compliance with the specified requirements. B. Related work: 1) Documents affecting work of this Section include, but are not necessarily limited to General Conditions, Special Conditions and Sections of these Specifications. 2) Individual requirements for submittals also may be described in pertinent sections of these specifications. C. Work not included: 1) Unrequired submittals will not be reviewed by the Engineer. 2) The Contractor may require his subcontractors to provide drawings, setting diagrams and similar information to help coordinate the work, but such data shall remain between the Contractor and his subcontractors and will not be reviewed by the Engineer. A. Work included: Provide a detailed breakdown of the agreed Contract Sum showing values allocated to each of the various parts of the Work, as specified herein and in other provisions of the Contract Documents. B. Related work: 1. Documents affecting work of this Section include, but are not necessarily limited to, General Conditions, Supplementary Conditions, and Sections in Division 1 of these Specifications. 2. Schedule of values is required under the General Conditions. 3. Schedule of values is required to be compatible with the "continuation sheet" accompanying applications for payment. A. Work included: Protect products scheduled for use in the Work by means including, but not necessarily limited to, those described in this Section. B. Related work: 1. Documents affecting work of this Section include, but are not necessarily limited to, General Conditions, Special Conditions and all Sections of these specifications. 2. Additional procedures also may be prescribed in other Sections of these specifications. A. Work included: Provide an orderly and efficient transfer of the completed Work to the Owner. B. Related work: 1. Documents affecting work of this Section include, but are not necessarily limited to, General Conditions, Supplementary Conditions, and Sections in Division 1 of these Specifications. 2. Activities relative to Contract closeout are described in, but not necessarily limited to the General Conditions. 3. "Substantial Completion" is defined in the General Conditions. A. Work included: Throughout the construction period, maintain the area and site in a standard of cleanliness as described in this Section. B. Related work: 1. Documents affecting work of this Section include, but are not necessarily limited to, General Conditions, Supplementary Conditions, and Sections in Division 1 of these Specifications. 2. In addition to standards described in this Section, comply with requirements for cleaning as described in pertinent other Sections of these Specifications. 1. Provide all labor, materials, tools and equipment to restore streets, driveways, sidewalk, lawns, and signs where required, disturbed or damaged as specified herein. 2. Areas disturbed by excavation and trenching for sewer construction or site grading must be restored to original condition by the Contractor, upon completion. Restoration work shall be done when weather conditions are suitable in spring and fall of the year A. This work shall consist of constructing 6" upright concrete curb, unless otherwise specified, along paved areas as shown in the drawings and as specified herein. B. Work to include, but is not limited to, excavation, excavation of unsuitable material, furnishing and placing backfill and bedding material, and removal of existing curb or other obstructions, formwork, field layout, expansion material and joint filler. Work included shall consist of installation of bituminous paving BASE COURSE The material excavated shall be removed from the site. A 5" layer of Superpave 25 mm Base Course shall be placed on a compacted subgrade. All asphalt pavement shall be placed and properly compacted by a power roller weighing not less than 10 tons.
