Site work and renovation of a civil project in Placerville, California. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.
The work shall consist of replacing two pressure reducing stations and installing the necessary inlet and outlet piping. Bidding Documents contain the full description of the Work. PUBLIC WORKS LAWS. The project is a public works project subject to compliance monitoring and enforcement by the Department of Industrial Relations (DIR). To be qualified for this project, a contractor must be registered with the DIR. In addition, pursuant to prevailing wage laws, copies of the prevailing wage rates are on file at the District's principal office and are available on request. The Engineer's Estimate is between $600,000 and $650,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The existing bridge carriers Green Valley Road over Mound Springs Creek. The bridge is aligned roughly west-east and Mound Springs Creek flows from southeast to northwest in the vicinity of the bridge. The subject Project includes the replacement of the existing functionally obsolete bridge with a wider and longer bridge and the widening of the approach roadways to improve public safety. The road widening is understood to extend to the nearby Indian Creek Bridge located approximately 1000 ft southwest of the project site. Work under Contract Documents, or under any Bid Item, allowance, or alternate, shall include all labor, materials, taxes, transport, handling, storage, supervision, administration, and all other items necessary for the satisfactory completion of Work, whether or not expressly specified or indicated. WRECO's Scope of Work for the proposed Project consisted of the following: o Preliminary site visit to mark out the proposed boring locations using a white stake with surveyor flagging (per the USA NORTH mark out guidelines for 50-foot radius coverage) a minimum of 72 hours before the start of the field work. o Obtained an encroachment permit from El Dorado County to perform the drilling work within the limits of El Dorado prescriptive easement for the bridge replacement work. o Coordinated with the County Staff for traffic interruptions while the drilling work was performed. o Drilled two (2) borings, one (1) boring at each of the proposed abutment locations, to completion depths which obtained approximately ten (10) feet of rock core. Backfilled the borings with cement grout per County of El Dorado Division of Environmental Health (DEH) requirements. Performed soil sampling using driven split barrel samplers following the Standard Penetration Test (ASTM D1586) test methods. o Tested the soil and rock samples obtained from the borings for grain size determination, plasticity, R-value, corrosive potential, and unconfined compressive strength. WRECO prepared a Bridge Foundation Report in general accordance with the Caltrans Foundation Reports for Bridges, March 2018. This report includes a project summary, description of proposed improvements, description of geotechnical work performed, as well as the following information: o A discussion of regional and local geology as it pertains to the project. o A summary of the identified site soil, rock, and groundwater conditions observed at the site, laboratory testing results, and Log of Test Borings. o A discussion of the regional seismology and seismic design parameters for the proposed project site in accordance with the Caltrans 2009 ARS Online Design Tool and the Caltrans Seismic Design Criteria, Version 1.7, April 2013. o A liquefaction evaluation of the identified site soils. o An engineering profile of the project site which was used in the design of the proposed foundations. o New flexible structural pavement section recommendations in accordance with County of El Dorado standard structural pavement sections for rural roads. o Contract Standard Special Provision (SSP) language for inclusion in the Contract Documents to better identify and quantify the foundation construction risk during bidding and therefore reduce the occurrence of a Contract Change Order (CCO) resulting from the foundation excavation and construction.
