Community Resilience Centers: Feasibility Study and Needs Analysis. Terrebonne Parish Consolidated Government ("TPCG") is seeking experienced professionals with relevant expertise to provide Planning Services for Community Resilience Centers: Feasibility Study and Needs Analysis. The project is funded by Community Development Block Grant- Disaster Recovery (CDBG-DR) funds under the Resilient Communities Infrastructure Program (RCIP), granted to TPCG by the Louisiana Office of Community Development - Disaster Recovery ("LOCD-DR or LOCD") in response to recovery and resiliency needs after the effects of Hurricane Ida in 2021 in Terrebonne Parish. The Resilient Communities Infrastructure Program was established under the State's Action Plan for the Utilization of CDBG-DR Grant Funds in Response to 2020 and 2021 Federal Declarations Disasters. and ensuing Action Plan Amendments. Through RCIP the state and subrecipients will address unmet needs in the area of infrastructure across impacted areas in order to expand upon and improve resilient communities. The goal of this program is to reduce the overall risk to the population and structures from future hazard events, while also reducing reliance on federal funding in future disasters. The intent of this Request for Proposal (RFP) is to solicit proposals from firms with the expertise to assist TPCG with the feasibility analysis and identification of a strategic location or locations for Community Resilience Centers. The center or centers are intended to best serve the needs of citizens of Terrebonne Parish, focusing on Low to Moderate Income ("LMI"), socially vulnerable communities, and unmet needs as a result of the recent hurricane disasters.
