The Spring Valley Lake Dam Seepage Repairs Project includes improvements to the downstream face of the dam and installation of seepage mitigation measures. The Spring Valley Lake Dam (MOORE-061) is an earthen High Hazard Potential Dam (HHPD) located immediately west of the Whispering Pines Village Hall located at 10 Pine Ridge Drive in Whispering Pines, North Carolina. The primary spillway of the dam was rehabilitated circa 2013. Newly proposed improvements include seepage mitigation measures along the downstream embankment of the subject dam including the installation of an inclined vertical blanket drain and a toe drain. Additional improvements include the construction of embankment repairs to soften slopes and repair areas of minor erosion which will include the installation of a retaining wall parallel to Memorial Causeway along the crest of the dam. The retaining wall shall be designed by a professional engineer registered in the State of North Carolina. The cost to design and install the retaining wall shall be included in the bids. The retaining wall design shall be approved by Engineer and NC Dam Safety prior to construction.
