Demolition and site work for a municipal facility in Monroeville, Pennsylvania. Working plans call for the demolition of a municipal facility; and for site work for a municipal facility.

As of July 21, 2025, bids were rejected. No definite date for the rebid. Demolition, Wilmerding Compliance is required with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442; Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60 -1.4); Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990; the Allegheny County MBE/WBE Program enacted July, 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise; and the Allegheny County Ordinance #6867-12, setting forth goals of 5 percent Veteran Owned Small Businesses. Each bid must be accompanied by a Bid Bond or Certified Check payable to the Turtle Creek Valley Council of Governments in an amount of not less than ten percent (10%) of the Base Bid. No bidder may withdraw his or her bid within sixty (60) days after the actual bid opening thereof. The TCVCOG reserves the right to reject any or all bids, alternates or parts of bids. 1. 109 Middle Avenue (Front and Rear Structures) Parcel ID: (545-S-112) o Structures: 2 x 2 story wood framed insulbrick siding structures o All combustible, decomposable and any other debris or materials must be removed and taken off site to an approved dump site by the contractor. o Any and all rubbish in rear, front and sides of property to be removed. o Concrete pads and all private concrete walkways/pathways or steps on the property around the structure must be removed and disposed of at an approved dump site by the contractor. o Concrete basement floors and any other concrete floors withing the structures must be at a minimum broken up or removed and hauled away to an approved dump site by the contractor. o Trees or shrubbery located in the front, sides or in the rear of structure to be removed. o All vegetation to be removed. o Sanitary sewers must be exposed and capped off with Alleghany County approval and Borough Engineer inspection, water and gas service must be turned off and capped along with void inspections must be performed prior to backfill. Contractor must send Glenn Engineering the Allegheny County Health Department Plumbing slip after the County has performed their inspection. o Neighboring structures must be kept free and clear of any and all damages, In the event that damages would occur, the contractor is liable and responsible for all cost of restoration and repairs at no extra cost to the owner or Borough. o All surrounding utilities and structures must be kept free and clear of any damages; Contractor is liable and responsible for all damages and repairs needed at no extra cost to the Borough or owner. o Slope final grade from the front of the property (Middle Avenue) and away from the surrounding structure and towards the rear of the property towards (Lilac Way). o The roadways, curb-line and surrounding public concrete walkways must remain undamaged for the entirety of the project.
