Renovation of a municipal facility in Urbana, Illinois. Completed plans call for the renovation of a municipal facility.

The City of Urbana will receive proposals for the following: Electric Power Installation The City is currently in the process of reinvigorating its downtown business district and is identifying locations for public gathering and entertainment. The first such location identified are two vacant lots owned by The Urbana Free Library but under control by the City. The two lots are located at the northwest and southwest corners of the Green and Race Streets (see attached map). The North Lot located at 202 W Green St. will serve as the entertainment location where a live entertainment facility will be located. The successful bidder ("Contractor") will have the experience, knowledge and capacity through its personnel and/or sub-contractors to provide design and construction services (including all labor and materials). Under a design-build contract, the Contractor will be responsible for design, permitting and installation. Specifications The contractor will install approximately 40' of wired conduit, a service panel, 1 - 120-volt 30-amp RV style plug, 2- 120-volt 20-amp GFCI outlets, and a 3' H-Frame for a three-phase meter base located at northwest corner 202 W. Green St. (see Attachments for an Electric Service Site Map). The wired conduit will terminate at one of two Ameren ground transformers located a short distance from the H-Frame location. The conduit must be ready for connection by Ameren. Ameren will provide 200A from one of two ground transformers. The H-Frame will be installed approximately 5'-10' from the proposed container location and provide 120/208 voltage, three-phase service. The container will be delivered by others fully customized and pre-wired for 100A electrical service with a panel. It will have pre-installed receptacles to support live entertainment uses, a mechanical winch, and a ventilation fan. This first phase of the project must be completed within four weeks of contract execution. The container is planned to be delivered and set in position by others in March 2026. Once delivered and set into position, the City will contact the electrical contractor to return and connect power to the container. This must be accomplished within 5 working days from notification from the City. The following are the services required: The Contractor will meet with City officials to discuss the projects goals, milestones and expectations. The Contractor will prepare plans/schematics, submit to the City for approval, and obtain all necessary permit(s). The Contractor will procure all materials and install the electric service per the approved plans. Once the electric service installation is completed, the Contractor will make available for final inspection by the City. The Contractor provides any necessary training for the operation and maintenance of the completed project. The Contractor provides any necessary warranty and maintenance services for the completed project. Proposals received by the submission deadline will be reviewed by an evaluation team composed of City staff and selected officials. City's Rights Reserved The City reserves the right to reject any and all submittals, or any part therof, and to waive any technicalities or informalities deemed to be in the best interests of the City; any such decision shall be considered final. In order to verify responsible vendor status, the City may request additional information and/or conduct interviews/discussions with any respondent who makes an acceptable or potentially acceptable submittal. The City may make such investigations as it deems appropriate to determine the ability of the Vendor to perform the work, and the Vendor shall furnish the City all such information and data for this purpose as the City may request. The City reserves the right to reject any submittal if the evidence submitted by, or investigation of such Vendor fails to satisfy the City that such Vendor is properly qualified to carry out the obligations of the contract and to complete the work contemplated therein. Respondents shall be accorded fair and equal treatment with respect to any opportunity for discussion and revision of submittals following opening of submittals. During the course of such discussions, the City shall not disclose any information derived from one proposal to any other respondent. The City may require the solicitation and the respondent's submittal be incorporated in full or in part as Contract Documents. This implies that the solicitation and all responses, supplemental information, and other submissions provided by the respondent during discussions or negotiations may be held by the City as contractually binding on the successful respondent. When the City determines a respondent's submittal to be unacceptable, such respondent shall not be afforded an additional opportunity to supplement its submittal. The City will not be liable in any way for any costs incurred by respondents in replying to this solicitation.
