Projects are to be submitted to the Federal Aviation Administration and LADOTD Division for approval. The project description includes: 1. Airfield Lighting NAVAIDS Improvements 2. Taxiway Centerline LED 3. Automated Weather Observation Station 4. Hangar Development (Site and Hangar Construction) 5. Airfield Perimeter Fence Improvements 6. Parallel Taxiway & Runway Extension 7. Runway and Taxiway Rehabilitation 8. Installation of Bollards around fuel farm 9. Rehabilitation/Replacement Rotation Beacon 10. Rehabilitate Taxiway markings 11. Obstruction Removal 12. Update Exhibit A The scope of services may include topographic surveys and preliminary investigations, preparation of preliminary and final construction plans and specifications, cost estimates, grant management, construction administration, resident inspection and other special services. These projects are to include project administrative procedures. Project implementation is totally dependent upon FAA and DOTD funding. Firms interested in performing these services shall furnish 3 copies of their statement of qualifications on a Standard Form 330 (SF 330). Scoring of the selection criteria shall be on a numerical scale of 1 to 5, with 5 being the highest possible score and 1 being the lowest possible score. The score for each criterion will be multiplied by its weight factor, which indicates the importance of each criterion as it relates to this contract. Firms interested in performing these services shall furnish a Statement of Qualifications on DOTD standard Form SF-330. Copies of the FAA Circular AC 150/5100-14D and SF-330 Form are available at DOTD/Division of Aviation. The criteria and weighting factors to be used by the Sponsor in evaluating responses will be as follows: o General Firm Information o Sub-Consultants Information o Experience Firm/Sub consultants - weight value - 5 o Experience- Key Staff -weight value - 5 o Past Performance - weight value - 1 o Current Workload - weight value of 3 o Firm Size; Technical Disciplines - weighted value - 1 o Location - weighted value - 1 Following the final evaluation of qualified applicants, the Sponsor will place the applicants in a final ranking based on qualifications. The Sponsor will then enter fee negotiations with the top-ranked firm for the contract, with the unsuccessful firms being notified accordingly. Should these negotiations be unsuccessful, the Sponsor shall enter negotiations with the next-highest ranked firm, and so on The Sponsor reserves the right to reject all applicants and re-advertise for the contract. The successful firm will be required to execute a standard Division of Aviation type of contract in conformance with all City, DOTD, and FAA guidelines, standards, and assurances. The method of Contractor Selection has not been Determined at this time.
