Site work and paving for a mixed-use development in Rochelle, Georgia. Completed plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.

The selected contractor shall furnish all labor, materials, equipment, permits, and supervision to complete the project, including but not limited to: Mobilization & Traffic Control - Establish safe work zones, signage, and temporary access for staff and buses. Site Preparation - Clear and grub vegetation; demolish and haul off existing gravel, deteriorated asphalt, and debris. Earthwork & Grading - Fine-grade and proof-roll sub-grade; re-compact to 98 % Modified Proctor density. Place geotextile separation fabric where required. Base Course Installation - Supply and compact 8 in. GDOT Type II graded aggregate base (GAB) to 100 % Standard Proctor. Asphalt Paving - Tack coat between lifts per GDOT Section 413. 2 in. binder course (19 mm Superpave) and 1.5 in. surface course (9.5 mm Superpave) meeting GDOT Section 400. Joint sealing and edge backfill. Drainage & Structures - Adjust existing structures to final grade; install additional inlets and pipe to eliminate ponding as identified in pre-bid walkthrough. Striping & Signage - Stripe parking stalls, ADA spaces, bus lanes, stop bars, and directional arrows per MUTCD and ADAAG. Furnish ADA signage and wheel stops. Site Restoration & Cleanup - Remove excess material, sweep pavement, and restore disturbed areas. Warranty - Provide a minimum 12-month warranty on workmanship and materials from date of final acceptance. Estimated Paved Area: 18,000 - 22,000 ft2 (to be field-verified at pre-bid meeting). Substantial Completion Deadline: August 30, 2025. Ability to furnish a 5 % bid bond and 100 % performance & payment bonds upon award. The District reserves the right to reject any or all proposals, waive informalities, and award the contract in the best interest of the District. The anticipated award date is July 22, 2025 with a Notice to Proceed issued upon contract execution.
