The project consists of furnishing and installing approximately 4.2 miles of 12 PVC gasketed joint pipe, 4.2 miles of 10 PVC gasketed joint pipe, and 0.6 miles of 6 PVC gasketed joint pipe, associated appurtenances, road crossings; connections to existing pipelines. This work also includes 0.25 miles of 8 PVC gasketed joint pipe tank inlet/outlet piping and appurtenances, one concrete control vault, and one underground master meter vault. Each Bid must be accompanied by a separate envelope containing a copy of a current and valid North Dakota Contractor's License issued at least ten (10) days prior to Bid opening, and a Bidder's Bond in a sum equal to five percent (5%) of the full amount of the Bid, executed by the Bidder as Principal and by a Surety, conditioned that if the Principal's Bid is accepted and the Contract awarded to Principal, the Principal, within ten (10) days after notice of award, shall execute a Contract in accordance with the terms of the Bid and a Contractor's Bond as required by law and regulations and determinations of the South Central Regional Water District. Bidders shall submit proof of qualification to perform the Work as described in the Instructions to Bidders. The goal for MBE is 2% of the total dollar value of the project. The goal for WBE is 3% of the total dollar value of the project. The Project has a Substantial Completion date of June 30th , 2027. Bidders on this work will be required to comply with Title 40 CFR Part 33 Participation by Disadvantaged Business Enterprises in the United States Environmental Protection Agency Programs. The requirements for bidders and contractors under this regulation concern utilization of Minority Business Enterprises (MBE), Women s Business Enterprises (WBE), and Small Business Enterprises (SBE) and are explained in the specifications. Bidders are required to comply with Build America, Buy America Act requirements. Bidders are required to comply with Bipartisan Infrastructure Law (BIL) signage requirements. The Owner reserves the right to hold all bids for a period of 91 days after the date fixed for the opening thereof, and to reject any or all bids, and to award the Contract, if awarded, to the Contractor with the Bid that is determined to be in the best interest and most advantageous to the Owner. All Bids will be made on the basis of cash payment for such Work. The South Central Regional Water District, reserves the right to award the Contract, if awarded, based on the lowest responsive Bid(s) that is in the best interest and most advantageous to the Owner, to reject any and all Bids, to consider other factors in selecting the Bid which is in the best interest of the Owner, and to waive any and all irregularities in any Bid. The Owner reserves the right to hold all Bids for a period of sixty (60) calendar days after the date of the Bid opening to complete financial arrangements. The non-refundable cost of printed Bidding Documents is $200 per set. Upon Issuing Office s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder s delivery method of choice; the shipping charge will depend on the shipping method chosen. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office or designated website.
