The Project includes the following Work: The scope of WORK generally consists of furnishing and installing one above ground welded steel or factory coated glass lined bolted steel potable water storage reservoir, 210,000 gallons (minimum), 22 feet in diameter x 80 feet to overflow, complete with inlet/outlet piping, drain, overflow, and perimeter drain piping, reinforced concrete ring wall foundation and concrete floor, valves, site work, cathodic protection system, ,and other appurtenant items as required by the Project Drawings, Specifications, and Contract Documents. The North Logan/Kidder Tank is located in Kidder County approximately 9 miles North of the City of Napoleon, ND. The scope of WORK consists of two (2) Bid Schedules. The requirements for bidders and contractors under this order are explained in the contract documents. Bidders on this work will be required to comply with Title 40 CFR Part 33 Participation by Disadvantaged Business Enterprises in the United States Environmental Protection Agency Programs. The requirements forbidders and contractors under this regulation concern utilization of Minority Business Enterprises (MBE),Women s Business Enterprises (WBE), and Small Business Enterprises (SBE) and are explained in the specifications. The goal for MBE is 2% of the total dollar value of the project. The goal for WBE is 3% of the total dollar value of the project. Bidders are required to comply with Build America, Buy America Act requirements. Bidders are required to comply with Bipartisan Infrastructure Law (BIL) signage requirements. The Owner reserves the right to hold all bids for a period of 91 days after the date fixed for the opening thereof, and to reject any or all bids, and to award the Contract, if awarded, to the Contractor with the Bid that is determined to be in the best interest and most advantageous to the Owner. The South Central Regional Water District, reserves the right to award the Contract, if awarded, based on the lowest responsive Bid(s) that is in the best interest and most advantageous to the Owner, to reject any and all Bids, to consider other factors in selecting the Bid which is in the best interest of the Owner, and to waive any and all irregularities in any Bid. The Owner reserves the right to hold all Bids for a period of sixty (60) calendar days after the date of the Bid opening to complete financial arrangements. The Owner reserves the right to award the Contract, if awarded, that is the most advantageous and in the best interest of the Owner.
