Bidders shall carefully examine the contents of this Invitation to Bid (ITB) and related documents. Any ambiguities or inconsistencies shall be brought to the attention of CRDA in writing by July 15, 2025. The Capital Region Development Authority (CRDA) is soliciting sealed bids for a restroom finish upgrade project at Rentschler Field Concourse, located in East Hartford, Connecticut. The project generally includes, but is not limited to, the following: 1. Preparation of existing concrete floors, including scarification, infill, and temporary removal of floor drains, as recommended by manufacturer to receive new floor finish. 2. Preparation of existing CMU walls, as recommended by manufacturer to receive high-performance coatings. 3. Preparation of existing steel doors and frames as recommended by manufacturer to receive high-performance coatings. 4. Removal and replacement of hollow metal doors, frames and hardware as identified as an alternate bid in the Drawings and Specifications. 5. Proper offsite disposal of all removed materials in accordance with applicable regulations. Each Bid shall be accompanied by a Bid Guarantee in the form of a Bid Bond, certified in an amount not less than 5% of the base bid. Bidders are advised that a good faith effort is required for participation in this contract by Small Business Enterprises (SBE) and Minority Business Enterprises (MBE). The SBE goal is twenty-five (25) percent of the contract value, with twenty-five (25) percent of that amount (6.25 percent of the overall project) as the MBE goal. Bidders are advised that this project is subject to the prevailing wage requirements of Connecticut General Statutes Section 31-53. Conformance to the prevailing wage rates is required. Wage rate certifications are to be submitted with all applications for progress payment. No payment will be made unless the wage rate certifications have been properly completed.
