As of September 24, 2025 Project has been awarded to Hughes Brothers Construction, Inc. Awarded amount is not available. The Edgewater West Community Development District (District) hereby requests proposals from firms to provide labor, materials, equipment, and construction services necessary for the Districts ED7 Avenue D Framework Roadway, Phase 2, Civil Site Work (Project). ED7 Avenue D Framework Roadway Project Overview: The ED7 Project Avenue D, also known as Southbury Drive, will require full roadway section construction of the Framework Roadway, totaling 0.46 miles within the Edgewater West community. Please note: The plans show two proposed roadways, Southbury Drive (Avenue D) and Lake Tohopekaliga Road (Avenue Q). Southbury Drive will be constructed under this RFP. Lake Tohopekaliga Road Will be included in a future project.This bid should only include the items needed to construct Southbury Drive in Phase 1. The ED7 Avenue D Framework Roadway consists of constructing approximately 2,430 LF of a two-lane divided roadway with parallel parking on both sides for portions of the roadway. The roadway will include seven-foot bike lanes on each side and several right and left-turn lanes. It will also include water, reuse, and wastewater utilities along with a stormwater management system. The water main will consist of approximately 2,778 LF of 8-inch PVC water main constructed to Toho Water Authoritys standards. The water main includes associated valves, hydrants, and fittings, and will connect to an existing 8-inch gate valve to the north at Toho Shoes Drive and terminate to the south at Kissimmee Park Road. Currently, there is no water main along Kissimmee Park Road. The reuse main will consist of approximately 2,763 LF of 6-inch constructed to Toho Water Authoritys standards. The reuse main includes associated valves and fittings and will connect to an existing 8-inch gate valve to the north at Toho Shoes Drive and terminate to the south at Kissimmee Park Road. Currently, there is no reuse main along Kissimmee Park Road. The force main will consist of approximately 101 LF of 6-inch, 2,313 LF of 8-inch and 110 LF of 10-inch PVC force main constructed to Toho Water Authoritys standards. The force main includes associated valves and fittings and will connect to an existing 8-inch gate valve to the north at Toho Shoes Drive and terminate to the south at Kissimmee Park Road. Currently, there is no force main along Kissimmee Park Road. The stormwater management system will consist of a closed drainage system with a series of reinforced concrete pipes, curb inlets, manholes, and ditch bottom inlets to convey runoff to four stormwater ponds. Ponds W1-1 and W1-2 are being constructed with Toho Shores Drive under a separate contract. Pond W5-6 will be expanded to serve the ED7 project, and Pond W1-3 will be constructed as a new pond. Additional Instructions for the Project: 1. Contractor must provide an individual schedule and pricing per civil plan set. a. ED7 Avenue D Framework Roadway, prepared by GAI Consultants, Inc. i. Osceola county approved the plans under Permit Number SDP24-0021. 2. (Informational) Contractor may be asked to include additional project improvements to the construction agreement via change order. Additional improvements may include but not limited to underground power distribution system, street lighting system, and roadway landscaping. The Bid form shall include conduit sleeves and a plan set locating the sleeves will be provided with the bid. Any protest of the Project Manual, including, but not limited to the terms and specifications, must be filed with the District within 72 calendar hours (excluding Saturdays, Sundays and state holidays) after July 8, 2025 at 5:00 p.m. (EST Any and all questions relative to this Request for Proposals, the Project or the special meeting shall be directed in writing by e-mail only to Shawn Hindle, P.E., District Engineer, at shindle@hansonwalter.com, with e-mail copies to Craig Wrathell, District Manager, at wrathellc@whhassociates.com, and Michael Eckert, District Counsel, at Michael.Eckert@KutakRock.com.
