127EAW25R0046 - 23N60 3.2 ERFO MSE Wall Plumas National Forest FAR 32.204 Disclosure of Magnitude of the Construction Project: Between $500,000 and $1,000,000 Set Aside: Total Small Business Set Aside IMPORTANT NOTES: Refer to Section L, Paragraph L.2, on Page 34 for detailed instructions regarding the submission of proposals, including the required documents and information to be provided. All Requests for Information (RFI's) shall be submitted to the Contract Specialist, Tanya Torres on the attached RFI form not later than 1000 AM hours PDT, August 8th, 2025. An organized site visit is scheduled for 5 August, 2025 at 10:00 AM hours PDT; please refer to page 38 for detailed information regarding the site visit. In no event shall failure to inspect the site constitute grounds for a claim after contract award. The USDA Forest Service Procurement and Property Services, Field Procurement Operations, Southwest Zone, Contract Service Area 6, on behalf of Region 5, is currently preparing a solicitation RFP to construct a 2300 square foot Mechanically Stabilized Earth rock-faced wire wall, complete with upper and lower drainage systems, to address a road failure on Forest Route 23N60. This involves removing and replacing the existing MSE retaining wall, disposing of the current asphalt cement surface, and stockpiling the aggregate base. Additionally, the contractor must excavate the existing MSE structure, dispose of steel and fabric materials, prepare the structure base, replace the road base, lay a course of hot asphalt, and install object markers. All work must be performed in strict compliance with the terms, specifications, drawings, and provisions outlined in the solicitation/contract. Project Location The project location is on the Plumas National Forest. Travel from Oroville, CA is via Highway 162 to Brush Creek, approximately 26 miles on BC Road 27562, continue BC Road 27562 approximately 8 miles to intersection FSR 23N60. Travel from Quincy, CA travel west on PC Road 411 to Big Creek, travel on PC Road 423 to Buck Lake intersection of PC 414 at Haskins Valley, travel on PC 414 approximately 18 Miles to Butte County Line, travel on BC 27562 approximately 8 miles to intersection FSR 23N60. The contract duration is anticipated to be 30 calendar days from the issuance of the Notice to Proceed (NTP). Work is anticipated to start September 2025. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The Contractor shall furnish all equipment and personnel necessary to install Welded Wire Wall as shown on drawings. Work includes setting control for placement of MSE Weld Wire Faced Wall at the elevation shown on drawings, excavating and stock piling material from road way to depth required, install Erosion Control containment, install Mechanically Stabilized Earth Wall Wire Faced to depth and length as shown on drawings and to manufacture specification, place class 1 Riprap in face of Welded Wire Wall, install Geo-composite drain on back slope of cutbank, install HDPE double wall 6" Underdrain with 8" CMP Culvert outlet drain as shown on drawings, and place 4" of compacted 3/4 " Base Rock over disturbed area in travel way
