The Dormitory Authority of the State of New York (“DASNY”) has determined that its interest in obtaining the best work at the lowest possible price, preventing favoritism, fraud and corruption, and other considerations such as the impact of delay, the possibility of cost savings advantages and any local history of labor unrest are best met by use of a Project Labor Agreement (“PLA”) on this Project. The successful low bidder, as a condition of being awarded this Contract, will be required to execute the PLA described in the Information for Bidders and included in the Contract Documents. See Section 18.0 of the Information for Bidders of the Contract Documents for additional information. All subcontractors of every tier will be required to agree to be bound by the PLA. A complete set of Contract Documents may be viewed and/or purchased online from Camelot Print and Copy Centers. Only those Contract Documents obtained in this manner will enable a prospective bidder to be identified as an official plan holder of record. DASNY takes no responsibility for the completeness of Contract Documents obtained from other sources. Contract Documents obtained from other sources may not be accurate or may not contain addenda that may have been issued. In addition, prospective bidders are advised that the Contract Documents for this Project contain new ''GENERAL CONDITIONS for CONSTRUCTION'' dated June 17, 2021, that contain significant revisions from those documents previously contained in DASNY’s Contract Documents. Prospective bidders are further advised to review applicable sections of these General Conditions for any potential impact on their bid price prior to submittal of the bid. If you do not have a shipping account, please send an additional non-refundable check for $20 payable to Camelot Print and Copy Centers. Please include your Federal ID number, telephone and fax numbers on your Bank Check or Postal Money Order. NOTE: Bid due date is subject to change if Contract Documents are not available when requested, therefore, please call to confirm the availability of Contract Documents. If the Contract Documents will not be picked up by the purchaser, the purchaser will need to provide an account number for shipping of the documents or send an additional non-refundable check for $20 payable to Camelot Print and Copy Centers. The bidder or its principals shall have a minimum of five (5) years experience in similar work and shall provide to the Owner on the Minimum Qualifications Form a list of five (5) contracts of similar size, scope, and complexity to this Project completed or substantially completed within the last ten (10) years. Projects with complex technical specification sections may require additional experience in terms of both time as well as number of similarly completed projects. In accordance with State Finance Law § 139-j and § 139-k, this solicitation includes and imposes certain restrictions on communications between Dormitory Authority personnel and an Offerer during the procurement process. Designated staff for this procurement are: The Project Manager and ccontracts@dasny.org. All proposers, domestic and foreign, must be in compliance with New York State business registration requirements. Contact the NYS Department of State regarding compliance. In addition, business entities proposing to provide professional engineering services must obtain a Certificate of Authorization to Provide Engineering Services in New York State from the State Education Department. Proposals must be submitted in the full legal name of the proposer, or the full legal name plus a registered assumed name of the proposer, if any. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. A. This specification covers the removal and disposal of Universal Waste, including lamps such as fluorescent and high-intensity discharge (HID) lamps, mercury-containing equipment (MCE) such as thermostats, switches, batteries and pesticides (not PCB lighting ballasts), as well as aerosol cans, at (York College, Classroom Building, 94-20 Guy R. Brewer Blvd. Jamaica, NY 11433), DASNY Project: HVAC Upgrade; number 305360999. The federal universal waste regulations are found in Title 40 of the Code of Federal Regulations (CFR) in part 273 and apply to five types of universal waste: ? Batteries ? Pesticides ? Mercury-Containing Equipment (To be recycled as per NYS DEC - see details below ? Lamps ? Aerosol Cans Universal Wastes are regulated by the United States Environmental Protection Agency (EPA) under 40 CFR Part 273 and by New York State Department of Environmental Conservation (NYS DEC) under 6 NYCRR (New York Codes, Rules and Regulations) Part 374-3. Both the EPA and DEC regulations identify Universal Waste that includes MCE and aerosol cans. MCE shall be recycled as per current regulations, instead of disposed as Universal Waste. Demolition and removal of materials shall be as required to support the work. B. The work shall include but not be limited to the removal of the following. The Contractor shall be aware of all conditions of the Project and is responsible for verifying quantities and locations of all Work to be performed. Failure to do so shall not relieve the Contractor of its obligation to furnish all labor and materials necessary to perform the Work. D. All Work shall be performed in strict accordance with the Project Documents and all governing codes, rules, and regulations. Where conflicts occur between the Project Documents and applicable codes, rules, and regulations, the more stringent shall apply. E. Working hours shall be as required and approved by the Owner. Removal activities including, but not limited to, work area preparation, gross removal activities, cleaning activities, waste removal, etc. and may need to be performed during 'off-hours' (including nights and weekends). In addition, multiple mobilizations may be required to perform the work identified in this project. The Contractor shall coordinate and schedule all Work with the facility and Owner's representative. A. Furnish material, equipment, labor, services required to provide for miscellaneous concrete roof curbs, equipment pads, slabs, etc. Work includes the installation of formwork, reinforcement, expansion joints, and other items listed herein. Provide special formwork or formliners for concrete with smooth finishes. Allow ample time and facility for the Work of other Divisions to be installed. A. Provide labor, materials, equipment, and services to provide for the structural repair of concrete members with manufactured structural repair concrete/mortar as shown on Drawings and as specified herein. Work includes removing spalled concrete and cleaning and coating of exposed steel reinforcement. A. This asbestos abatement Project will consist of the removal and disposal of asbestos-containing materials (ACMs) and presumed asbestos-containing materials (PACMs) as regulated asbestoscontaining material (RACM) at (York College, Classroom Building, 94-20 Guy R. NOTE: The Contractor shall provide all controls, for all equipment specified in the contract documents as required and whatever additional tasks as may be required for the specified equipment and systems to be complete in every respect and fully functional. Any discrepancies shall be brought to the attention of the Architect or Engineer, prior to submitting a proposal. The controls shall include, but are not limited to: 1. Automatic dampers, valves and respective actuators. 2. Firestats, smoke detectors. 3. Smoke dampers, combination fire/smoke dampers. 4. Thermostats. 5. Temperature and pressure sensors. 6. All safety devices for cooling and heating systems. 7. Relays. 8. Time Clocks. 9. Controllers. 10. Control panels. 11. Appurtenances. A. Provide automatic control systems complete in all respects including system design, labor, materials, equipment and services necessary, to fulfill the sequence of operation and control diagrams as shown on the Drawings and as specified herein, whether or not specifically mentioned or indicated. B. Automatic control subcontractor shall be responsible for code conformance regarding thermal overload protection on all damper motors, valve motors and other control drive mechanisms. C. All auxiliary controls for each system including economizer logic controllers, controllers, relays, wire terminal blocks, etc. Are to be mounted in a steel control panel with baked enamel finish and labeled for respective system. Wherever possible, control panels are to be mounted indoors (NEMA-1). 1. When necessary to mount control panels outdoors, control panels shall be rain-tight (NEMA-3R). D. Automatic control valves, valve motors, damper motor, thermostats, thermostat sub-bases, aqua-stats, pressure switches, safety controls, dampers, wells and other pipe or duct mounted control devices etc., unless otherwise specified in the Contract Documents, shall be furnished by the automatic controls subcontractor and installed by the Mechanical Contractor under the automatic controls subcontractor's supervision. E. Provide on-the-job training to the Owner's operating personnel. F. Provide PDF of a complete instruction manual including operating instructions, as-built drawings, specification data sheet and maintenance schedule. G. Install the electrical components of the automatic control system in accordance with the latest NEC and/or as amended and revised by local governing codes. H. Assemble and install automatic control dampers, and provide all required safing or conversion sections to install damper sized by the automatic control subcontractor. I. Test and record entering and leaving air temperatures, adjust automatic controls, etc. accordingly to obtain design conditions. J. With system operating at minimum outside air setting, test and record entering outside air and return temperatures and leaving mixed air temperatures to determine percentage of outside air. Adjust control settings accordingly to obtain design percentage of minimum outside air temperatures.
