The water and wastewater cost of service study will determine the costs of providing services to each customer class based on the cost causation principle. A key component of this study will be a critical look at the current customer classes, and a recommendation on appropriate customer classes to meet the current and future needs of the City of Lethbridge. The study will need to consider the impacts of a number of strategic issues to guide development of a final rate structure, including Alberta's current economic climate and the suitability of addressing water affordability in the rate structure.
