Site work and outdoor lighting for a mixed-use development in Erie, Pennsylvania. Completed plans call for site work for a road / highway; sidewalk / parking lot; and for outdoor lighting for a sidewalk / parking lot.
CONTRACT NUMBER: 12510-2025-04 - MULTI-PRIME The Erie-Western Pennsylvania Port Authority (Port Authority) requests separate general construction and electrical construction bids for the East Dobbins Walkway Railing & Lighting Construction. PROJECT LOCATION - EAST CANAL BASIN (SOUTH OF EAST DOBBINS LANDING) ERIE, PA 16507 The work includes the complete construction of approximately 980 linear feet of proposed rope and post railing, walkway lighting, video surveillance system, associated electrical infrastructure, and landscaping located east of State Street along the north side of the East Canal Basin to Presque Isle Bay within the City of Erie. The contract work shall include furnishing of all labor, tools, materials, equipment, and all appurtenant items and work necessary to provide a complete and finished project. Separate bids will be received for general construction and electrical construction. A sixty-day bid hold period applies, and a ten percent bid security is required. The successful Bidder/Contractor shall be required to furnish performance and payment bonds, each in the amount equal to one hundred percent (100%) ofthe Contract Price. 10,000.00 to 20,000.00 - MBE Goal 5% ; FBE Goal 1% 20,000.00 to 25,000.00 - MBE Goal 10% , FBE Goal 3% 25,000.00 and up - MBE Goal 15% , FBE Goal 5% MBE (1.8%), WBE (6.9%) In order to ensure that work progresses without delay, the CONTRACTOR shall maintain a full-time work crew on-site without interruption. Upon commencement of Work, the CONTRACTOR shall at minimum maintain a single-shift work crew on-site for the duration of the project. Additional shift work will be permitted, but not required. The work crew shall be capable of performing productive work functions resulting in observable progress toward completion of the project work. Demobilizing from the work site prior to completion will not be acceptable. The General Construction Contract Work shall include, but not be limited to, the following: 1. Mobilization of appropriate labor, tools, equipment, etc. to the work site to efficiently and safely complete the project. 2. Implementation of erosion and sedimentation control practices in accordance with the associated plan and as necessary to prevent erosion and sedimentation from the work activities. 3. Demolition of existing facilities as shown on the Contract Drawings. 4. Performance of all work to complete the rope and post railing, landscaping, landscape stone, landscape soil, and general site grading with aggregate overlay. 5. All appurtenant construction necessary to provide a fully completed project in accordance with the Contract Drawings/Project Manual and suitable for safe public use. 6. Coordinate General Construction Work with the Work being performed by the ELECTRICAL CONTRACTOR to ensure efficient project construction. 7. Cleanup and restoration of any disturbed areas. Electrical Construction Contract (12510-2025-04-E) The scope of work covered under the Electrical Construction Contract includes all Work necessary to fully complete the Electrical Construction as shown on the Contract Drawings and as described in the Project Manual. The Work shall be performed in a safe and efficient manner and interruption of the use of adjacent properties shall be kept to a minimum. The Work shall include the furnishing of all materials, labor, tools, equipment, and appurtenant items necessary to provide a complete and finished project as defined and described in the Project Manual and shown on the Contract Drawings. General Construction will be performed under separate contract. The Electrical Construction Contract Work shall include, but not be limited to, the following: 1. Mobilization of appropriate labor, tools, equipment, etc. to the work site to efficiently and safely complete the project. 2. Performance of all work to construct walkway lighting system. The work includes coordination with Penelec for new service, service equipment, equipment mounting board, junction boxes, conduits, conductors, pole and fixture foundations, and walkway lights for a complete and functional lighting system. Bidder also agrees that the work will be substantially completed by November 21, 2025 ; Final completion- December 12, 2025 Q/A - All questions about the meaning or intent of the Bidding Documents are to be submitted to ENGINEER in writing . Questions received less than ten days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
