Scope of Services The successful proposer shall demonstrate knowledge of City of Encinitas design and permitting requirements, Coastal Commission requirements, CEQA requirements, Utility requirements, San Diego Regional Standard Drawings, the Greenbook, and CASQA guidance. Knowledge of previous park development is strongly preferred. Other Details The proposal shall demonstrate the ability to evaluate site conditions and help the community determine which park amenities would best fit the local character for a Park. The proposal shall also demonstrate the proposer’s ability to prepare the necessary environmental documentation, to develop and successfully process all local permits, including a Coastal Development Permit, to conduct community engagement consistent with the Coastal Development Permit, and to conduct stakeholder engagement with any other local, regional, state or federal agencies as required. The selected Consultant shall provide a team of qualified individuals to perform the aforementioned services for this project. The same team shall be available for the full duration of the project. The project shall be managed by a California licensed Civil Engineer, Architect, or Landscape Architect with relevant park development experience. The City will provide relevant reference information including boundary and topographic survey of the parcel, reference documents associated with the parcel, and other available information as identified by the selected Consultant to inform the design and implementation of the L-7 Park Development.
