For the Water Utility Improvements Project The City of Gilroy (City), Utilities Department (Utilities) is seeking a professional construction management firm (CM or Consultant) to provide construction management, resident engineering, inspection, or testing throughout this construction project. There are 6 separate CIP projects packaged together for a single construction project (Project). The CIP projects that comprise this Project consist of the following: Casey and Swanston Water Line Replacement (CIP 800250), Broadway and Sargent Water Line Replacement (CIP 800590), Church and Gurries Water Line Replacement (CIP 800600), Church Street - Welburn to First Water Line Replacement (CIP 800610), Murray at Burke Water Line Replacement (CIP 800660), and Monterey - Leavesley to Ronan Water Line Replacement (CIP 800890) The six CIP projects that comprise the Project are established of the 2025-26 Capital Improvements Plan. The CIP budgets include costs for pre-design, design, environmental clearance, construction, construction management and all other activities necessary to complete the Project. The preliminary engineer's estimate of probably construction cost is approximately $6.7 million. This Project is intended to replace existing City water mains that are deteriorated, obsolete, or undersized to meet current fire codes. The water mains generally underlying existing right of way. The water mains are typically to be replaced with new 8-inch to 12-inch Ductile Iron water mains. Along with the water mains the existing service laterals will need to be re-established. The design engineer for this project is Hydroscience Engineers from Berkeley, California (Design Engineer). The general scope of the construction will involve excavating trenches, installing new water mains, connecting services to the new water main, backfill and compact trenches, re-establishing the road structure and surfaces, and all other appurtenant work. The water mains being replaced are actively providing water service to existing residents and businesses. In some cases where short duration shutdowns cannot be achieved, temporary water mains may need to be established to maintain service during construction. Portions of the project will encroach into UPRR Right of Way (ROW), and depending on execution by the contractor may extend into CalTrans ROW.
