IntroductionThe City of Elk River is soliciting proposals from qualified professional engineering firms to provide planning,design, and construction engineering services for the reconstruction of streets, sidewalks, utilities, and parkinglots in the downtown Elk River area. The intent is to improve infrastructure condition, enhance pedestrianaccess and safety, and support the economic vitality of the downtown district.2. Project BackgroundDowntown Elk River is a vital community and commercial hub. Several streets, sidewalks, and surface parkingareas have reached the end of their service life. This project seeks to comprehensively address pavementcondition, ADA compliance, stormwater management, traffic flow, streetscape enhancements, andmultimodal accessibility.This reconstruction effort is aligned with the goals and strategies outlined in the Downtown Master Plan,which was formally adopted by the Elk River City Council on June 2, 2025. The plan provides a long-term visionfor public infrastructure, pedestrian access, and urban design to support downtown growth, economicdevelopment, and quality of life. Proposals should demonstrate consistency with the priorities and designprinciples established in the Master Plan.The project is anticipated to be delivered in two phases (see attached figure) over two years to help minimizeimpacts to downtown businesses and the community. The surface parking lots will be completed during Year1, providing new and improved parking facilities to support the area while street work is underway. Thedowntown streets and sidewalks will be reconstructed during Year 2, with careful coordination and staging tomaintain access to businesses, parking, and pedestrian routes throughout construction. Scope of ServicesThe selected firm will be expected to provide full-service engineering and project management services,including but not limited to:Project Management and Coordination-Topographic Surveying and Utility Mapping-Preliminary and Final Design Plans-Public Engagement-Environmental Documentation (if applicable)-Cost Estimating and Budgeting-Preparation of Plans, Specifications, and Bid Documents-Assistance During Bidding-Construction Observation and Administration-Coordination with City Staff, Utility Providers, and Stakeholders-Construction Staging and Business Impact MinimizationThe consultant shall develop and implement a detailed construction staging and traffic management plan thatprioritizes minimizing disruption to downtown businesses, residents, and visitors. This includes phasingconstruction to maintain pedestrian and vehicular access wherever possible, scheduling work to avoid peakbusiness hours when feasible, providing clear signage and communication regarding detours or accesschanges, and coordinating closely with affected business owners and stakeholders throughout the projectduration. The plan should ensure safety, maintain visibility for businesses, and support downtown economicactivity during construction.Future Enclosed Restroom SpaceAs part of the final design, the consultant shall identify and incorporate space within the project area toaccommodate a future enclosed public restroom facility. The location should be easily accessible, well-integrated with existing or planned pedestrian routes, and situated to serve downtown visitors and businesseseffectively. The design should consider utility connections, site grading, and any necessary provisions toensure the restroom facility can be constructed with minimal future disruption to surrounding infrastructureand streetscape features.Design Alternatives and Cost OptionsThe consultant shall develop and present multiple design alternatives throughout the design process to allowthe City to make informed decisions that best balance project goals, priorities, and available funding.4.
