The purpose of this plan is to eliminate fatal crashes and significantly reduce severe injury crashes within the city's street system. This Request for Proposals (RFP) will guide the selection of a consultant to lead the creation of the Safety Action Plan. The final plan will identify and describe recommended safety programs, projects, strategies, and countermeasures, including the selection of preferred alternatives for any proposed corridor improvements. A detailed Scope of Services is provided in this RFP. The selected consultant will be responsible for developing a Safety Action Plan that incorporates the following key components, consistent with the U.S. Department of Transportations SS4A guidelines: Leadership Commitment and Goal Setting Develop and present a formal commitment to roadway safety through a public-facing resolution, ordinance, or policy. This commitment must include a defined timeline and measurable goals aimed at eliminating traffic fatalities and reducing serious injuries. The consultant will provide a final presentation to the City Council outlining key recommendations and timelines. Planning Structure Establish or work with a designated committee or advisory group to oversee the development, implementation, and monitoring of the Safety Action Plan. This group will ensure coordinated decision-making and stakeholder alignment throughout the project. Safety Analysis Conduct a thorough analysis of relevant data, including but not limited to crash records, traffic volumes, roadway characteristics, enforcement citations, and wildlife-related incidents. The analysis should establish a baseline of current conditions, highlight trends, and identify high-risk locations and contributing factors for all transportation usersmotorists, pedestrians, cyclists, and transit users. Systemic and location-specific risk factors (e.g., built environment, public health data) must also be evaluated. Public Engagement and Stakeholder Collaboration Facilitate meaningful engagement with the public, local organizations, business owners, and key stakeholders across jurisdictions, including SDDOT. Gather feedback through accessible outreach strategies and incorporate insights into the final plan. Efforts should align with other local and regional planning initiatives where possible. Considerations Use inclusive engagement strategies in all stages of plan development and data analysis to identify underserved populations. Evaluate the potential impacts of proposed projects and strategies in coordination with appropriate community partners. Policy and Process Review Assess the Citys current transportation-related policies, plans, and standards to identify opportunities for enhancing safety priorities. Recommend revisions or new policies that align with a Safe System Approach and support implementation of the Action Plan. The method of Contractor Selection has not been Determined at this time.
