Renovation of a laboratory facility in Highlands, New Jersey. Completed plans call for the renovation of a laboratory facility.

Design-Build Installation of a Diesel Emergency Generator for Fire Pump need by the NEFSC in Sandy Hook, NJ. The magnitude of this project is estimated to be between $100,000 and $250,000. The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 30 days after notice to proceed. The time stated for completion shall include final cleanup of the premises. SCOPE OF WORK 1. Design Phase: _ Generator Selection: _ Provide a detailed design that specifies the appropriate diesel generator size and specifications required to meet the fire pump's power needs. The Government reserves the right to choose which name brand generator design to ultimately proceed with. _ Ensure the generator selected complies with local, state, and national electrical, fire, and safety codes, as well as any relevant NFPA (National Fire Protection Association) standards. _ Generator and Automatic Transfer Switch (ATS) shall include run time hour meters. _ Confirm that the generator is compatible with the existing Underground Storage Tank (UST) for fuel supply. _ Finalized design must include Professional Engineer (PE) Stamp. _ Concrete Pad Design: _ Design a concrete pad to support the new generator, taking into account the generator's weight, vibration, and other load-bearing factors. _ Ensure the concrete pad is designed in accordance with local building codes, structural requirements, and the manufacturer's recommendations. _ Include drainage provisions to ensure proper water runoff from the generator area. _ System Integration: _ Design a complete system that integrates the generator with the existing UST for fuel supply. _ Design and specify the required electrical wiring, panels, and automatic transfer switch (ATS) to seamlessly connect the generator to the fire pump system. Add alarm notification into the current facility notification system. _ Include provisions for exhaust and ventilation to meet safety and emissions standards. 2. Permitting & Approvals: _ Obtain all necessary permits for the generator installation, fuel system integration, and concrete pad construction. _ Ensure compliance with local building codes, environmental regulations, and fire safety codes (e.g., NFPA 110 for emergency power systems). _ Coordinate with the local fire department, building authorities, and any other relevant agencies to secure necessary approvals. 3. Procurement and Equipment Delivery: _ Procure the new diesel emergency generator, fuel system components, electrical panels, automatic transfer switch (ATS), and any other necessary equipment specified in the design phase. _ Ensure all equipment meets the design specifications and is delivered on time for installation. 4. Concrete Pad Installation: _ Excavate and prepare the site for the concrete pad installation under the generator. _ Pour and cure the concrete pad to provide a stable foundation for the generator. _ Ensure the pad meets all design specifications, including structural integrity, size, and drainage requirements. 5. Generator Installation: _ Install the new diesel generator on the prepared concrete pad. _ Ensure proper fuel connections between the generator and the existing Underground Storage Tank (UST), including installation of fuel lines and filtration systems. _ Install and connect all electrical wiring and components between the generator, transfer switch (ATS), and the fire pump system. _ Install necessary exhaust systems to direct fumes safely away from the building. 6. System Integration and Electrical Connections: _ Connect the generator to the automatic transfer switch (ATS) to ensure seamless power transition in the event of a power failure. _ Conduct electrical connections between the generator, ATS, and fire pump to ensure correct system operation. _ Verify that all connections are safe, secure, and in compliance with electrical codes. 7. Testing and Commissioning: _ Test the generator system for One (1) Hour, including the fuel system, electrical connections, transfer switch, and generator performance under load. _ Verify that the generator activates automatically during a power failure and correctly powers the fire pump to include voltage and phases. _ Perform run-time testing to ensure the generator operates as intended, and confirm fuel supply from the UST is stable. _ Ensure compliance with all safety, environmental, and regulatory standards during testing. 8. Training and Documentation: _ Provide training to facility personnel on the operation and maintenance of the new diesel generator system. _ Provide all required documentation, including operation and maintenance manuals, electrical schematics, fuel system diagrams, and warranty information. _ Supply copies of inspection reports and test results to confirm system compliance and performance. 9. Final Inspection & Handover: _ Schedule and conduct a final inspection with relevant authorities (e.g., local fire department, building inspector, etc.). _ Ensure that all installations meet local, state, and federal code requirements. _ Handover the generator system to the facility, including all documentation, training materials, and warranties. Exclusions: _ Any unforeseen modifications or repairs to the existing Underground Storage Tank (UST). _ Ongoing maintenance of the generator system after the handover. _ Costs for additional permits or inspections that arise from unanticipated regulatory requirements. Completion: _ The diesel emergency generator will be fully installed, tested, and integrated with the fire pump system and existing fuel storage tank. _ The system will be operational and capable of providing reliable backup power to the fire pump in case of a power outage. ACCESS TO WORK SITE A. All persons employed within the boundaries of the property or restricted-access areas therein, and all persons permitted to enter such property and areas shall comply with the security regulations for the NEFSC Sandy Hook Laboratory. B. The Government reserves the right to close down the job site and order Contractor Personnel off the premises in the event of a national emergency or a shutdown, for as long as security problems persist. The Contractor may only return to the site with verbal approval from the COR. C. The Government reserves the right to exclude or remove from the site or building any employee of the Contractor or a sub-Contractor whom the Government deems incompetent, careless, insubordinate or otherwise objectionable, or whose continued employment on the work is deemed by the Government to be contrary to the public interest. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
