As of this time it is unknown if and when project will rebid.** Bids will be made on the proposal form provided, in the manner designated therein and required in the specifications, enclosed in a sealed envelope and clearly marked on the outside with the date, time and item being bid, "TAYLOR PARK ENTRANCE IMPROVEMENTS - LANDSCAPE AND HARDSCAPE" A certified check, cashier's check, or Bid Bond in the amount of ten percent (10%) of the Bid, as specified by the Bid submitted by the Bidder, but not in excess of $20,000.00 whichever is lower, must be submitted with the bid as a guarantee that if a contract is awarded by the Township, the Successful Bidder shall execute the Contract required by the Contract Documents. Where the Contract Documents so require, a Consent of Surety in the amount equal to 100% of the bid shall also be required. The surety or sureties issuing any Bid Bond and/or Consent of Surety as required by the Contract Documents shall be licensed and/or authorized to transact business in the State of New Jersey and shall be acceptable to the Township All bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq and N.J.A.C. 17:27; and are further notified that they must comply with P.L. 1977, C. 33 and submit a Disclosure Statement listing stockholders with the bid. Additionally, a copy of the Business Registration Certificate issued by the New Jersey Department of Treasury, Division of Revenue, for the Bidder and subcontractors must be submitted prior to award of the Contract in conformance with N.J.S.A. 52:32-44. The Owner reserves the right to reject any or all bids, to waive any informalities, deviations, or omissions in any bid or all bids, and to accept such bids and make such awards as may be in the best interest of the Owner. Furthermore, the Owner may request written clarification of any aspect of the proposal where, in the Owner's opinion, ambiguities exist. The Scope of Work includes hardscape, landscape, lighting and related improvements to Taylor Park, located along Milburn Avenue in Milburn, New Jersey. The proposed improvements include but are not necessarily limited to; sidewalk restoration and improvements approximately 205 LF along Millburn Avenue in front of Taylor Park, creation of a new Gateway Entrance to Taylor Park, and landscape and walkway improvements extending approximately 20 LF into the park toward the Wallbridge Rose Garden. Improvements entail the relocation of the existing entrance path at the Commemorative Rock and Historic Elm Tree further West along Millburn Avenue. The new entrance gateway shall include new site amenities, such as decorative perimeter fencing along the frontage of the park, accent masonry walls and piers, benches and trash receptacles, enhanced lighting, decorative pavement and pavers at entrance, town seal sidewalk medallion, an ADA ramp connecting to existing asphalt path in Rose Garden, enhanced landscaping and irrigation improvements, minor grading, and any other incidental construction as shown or indicated on the plans and as described in the Specifications. The term of Contract for the Work shall be for the period defined in the contract documents and will to commence upon the Owner's issuance of a Notice to Proceed to the Contractor. Bids shall be handwritten on the form furnished by the Township in the Proposal Section of the Contract Documents, as that term is defined in the Contract referenced herein, and prepared and submitted in the manner designated. Question Deadline 07/24/2025 The Township may entertain any written questions that Bidders may have regarding the Bid Documents. Such questions shall be submitted in writing to the Township no less than five (5) business days prior to the bid opening In the event that a potential bidder obtains the Contract Documents in any manner other than as specified herein, the Township will not have the contact information of the potential bidder for purposes of issuing bid addenda, if any. The non-receipt of any addenda (in the event that any addenda are issued) and the failure of the bidder to acknowledge receipt of any and all addenda at the time of bid shall be considered a fatal defect in such Bidder's submission and said bid shall be immediately rejected. Therefore, if a potential Bidder obtains the Bid Documents in any manner other than specified herein, said Bidder shall promptly provide written notice to the Township accordingly. Submission of a proposal without the bid bond shall be considered a nonresponsive bid and shall be rejected. A certified check, cashier's check, or Bid Bond in the amount of ten percent (10%) of the Bid, as specified by the Bid submitted by the Bidder, but not in excess of $20,000.00 whichever is lower, must be submitted with the bid as a guarantee that if a contract is awarded by the Township, the Successful Bidder shall execute the Contract required by the Contract Documents. Contractor shall be required to comply with the requirements of the Law Against Discrimination, N.J.S.A. 10:5-31 et.seq. and the Equal Employment Opportunity and Affirmative Action Rules set forth at N.J.A.C. 17:27-1, et.seq. and the Americans with Disabilities Act of 1990, 42 U.S.C. 12.101 et.seq., as applicable. Additionally, a copy of the Business Registration Certificate issued by the New Jersey Department of Treasury, Division of Revenue, for the Bidder and subcontractors must be submitted prior to award of the Contract in conformance with N.J.S.A. 52:32-44. The Successful Bidder, as that term is defined in the Contract, shall be required to comply with all provisions of the New Jersey Prevailing Wage Act, N.J.S.A. 34:11_56.25. et.seq, as applicable, and all other Applicable Laws. Bids shall be accompanied by all information requested in the Contract Documents and shall be enclosed in a sealed envelope addressed to the Township Clerk, bearing the name and address of the Bidder, and designated as follows: Taylor Park Entrance Improvements - Landscape and Hardscape The Township expressly reserves the right to reject any and all bids and/or to waive informalities in accordance with the New Jersey Local Public Contracts Law, N.J.S.A. 40A:11-1, et.seq.
