The project includes the following work: Replacement of approximately 6,075 lineal feet of storm sewers with 8-inch, 10-inch and 15-inch PVC storm sewer mains, inlet reconstructions; and all related appurtenances, along the following segments within the northern portion of the corporate limits of the Village of Illiopolis in Sangamon County: 5th Street, one block north from Elizabeth Street; Elizabeth Street, from 4th Street to east of 8th Street; 4th Street, from Elizabeth to Mary Streets; Mary Street, from 4th to 7th Streets; 7th Street, from Elizabeth to Miles Streets; Miles Street, from 7th to 9th Streets, and 9th Street, from Miles to Anne Streets. Contract Documents, including Drawings and Technical Specifications, are on file at the office of Milano & Grunloh Engineers, LLC at 114 W. Washington Avenue, Effingham, IL 62401. The work included under these contracts shall consist of a storm sewer replacement project for the Village of Illiopolis. The bids as given in the proposal shall include all labor, equipment, utilities, materials, services and appurtenances necessary for the construction of the storm sewer system replacement in place, ready for use. SCOPE OF WORK The location of the work is shown on sheet 2 of the plans and lies in Sangamon County. The work consists of replacing existing storm sewer with 12", 10" and 8" storm sewer, culverts, storm sewer connections, inlets, seeding and appurtenances for a complete system. A certified check or bank draft, payable to the order of Village of Illiopolis, negotiable U.S. Government bonds (at par value) or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to five percent (5%) of the total Bid shall be submitted with each Bid. This project is funded in whole or in part with grant funds from the Community Development Block Grant (CDBG) program. Attention is called to the fact that 1) not less than the Federal prevailing wages as set forth in the Contract Documents must be paid on this project; 2) The work to be performed under this contract is subject to the requirements of Section 3, 24 CFR Part 75; and 3) The Contractor must ensure that employees and applicants for employment are not discriminated against because oftheir race, color, religion, sex, or national origin. Specifically, the Contractor shall complete and return the Intent to Comply with Section 3 Requirements with their submitted Bid. Buy America Preference Certification - The Build America, Buy America Act (BABA) requires that products purchased in connection with infrastructure projects funded by Federal financial assistance programs must be produced in the United States. Currently, the following products used in Federally funded infrastructure projects must be produced in the United States: Iron and steel; Specifically listed Construction Materials: o Metals other than iron or steel (non-ferrous metals) o Lumber o Composite building materials o Plastic and polymer-based pipe and tube (e.g., PVC pipe) Bidders must not be excluded from participating in any federal assistance program [24 CFR 85, Subpart C 85.35; 2 CFR 200.214]. The Village of Illiopolis reserves the right to reject any or all Bids or to waive any informalities in the bidding. Bids may be held by the Village of Illiopolis for a period not to exceed 30 MBE (4.5%), WBE (6.9%) Completion- 360 consecutive calendar days Question Deadline 08/07/2025 Every request for such an interpretation shall be made in writing to the Local Public Agency.
