The City of Claremont is seeking proposals from qualified planning, architecture, or urban design firms to develop Objective Design Standards (ODS) for multi-family and mixed-use residential development. The ODS will replace or supplement existing discretionary design guidelines and will be used to streamline housing approvals under applicable state laws such as SB 35, SB 330, and the Housing Accountability Act. Claremont has a well-established architectural identity, including historic residential neighborhoods and a pedestrian-friendly Village core. The City intends for the ODS to uphold this character while ensuring consistency, clarity, and compliance with housing production mandates. The project deliverables include: A. Existing conditions and policy review memo summarizing applicable plans, policies, and zoning. B. Draft Objective Design Standards document, including measurable standards for: o Building form, massing, and setbacks o Facade design and architectural articulation o Materials, colors, and detailing o Site layout, open space, parking, landscaping, and lighting o Street frontage, access, and pedestrian orientation o Compatibility with adjacent development and historic areas C. Illustrations, diagrams, and photo simulations of standards D. Community engagement materials and meeting attendance (at least three community meetings and four public meetings/hearings with the Planning Commission, Architectural and Preservation Commission, and City Council) E. Final Objective Design Standards in print-ready and editable digital formats (PDF and InDesign/Word) Note: Refinements and/or adjustments to these deliverables may be negotiated between the selected consultant and the City if there are substantial cost savings and/or time saved in the preparation of the ODS. Request for Clarification Deadline July 7, 2025. The City reserves the right to consider minor deviations from the scope of work and determine the acceptance or rejection of such deviation. The City reserves the right to seek supplementary information from any proposer at any time after the submittal deadline and before the award. Such information will be limited to clarification or amplification of information requested in the original proposal. The City reserves the right to accept or reject any or all proposals and may select, and negotiate with one or more proposers concurrently, and enter into an agreement with such proposer who is determined by the City to provide the services that are in the best interest of the City. The City reserves the right to postpone the RFP process for its own convenience, or to cancel any or all sections of this RFP. RFP date notes: Please prepare and organize your proposal based on the requirements provided below. Any other information you would like to include should be placed in a separate section at the back of your proposal. Printing must be double-sided and submitted on 8 1/2 " x 11" paper in 12-point font. The method of Contractor Selection has not been Determined at this time.
