Lake Carmi Alum and Sodium Aluminate Treatment The Work includes purchasing, delivering, storing, and applying liquid alum and liquid sodium aluminate to the lake to mitigate the internal release of phosphorus from lake sediment. The application of liquid alum and liquid sodium aluminate to the lake must not commence until September 15, 2025, and must be completed by October 31, 2025. This project is funded in part through the Vermont Drinking and/or Clean Water State Revolving Fund. Consequently, the following provisions apply to this work: Bid security in accordance with the Instructions to Bidders Disadvantaged Business Enterprise (DBE) requirements Performance BOND and Payment BOND each in the amount of 100% of the contract price American Iron and Steel (AIS) provisions of P.L. 113-76, Consolidated Appropriations Act Federal Wage Rates as determined under the Davis-Bacon Act Services related to this project are subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act, Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget's Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18,2022.
