Site work for a water / sewer project in Williston, North Dakota. Completed plans call for site work for a water / sewer project.

The Work is comprised of the following Contracts: Contract No. 1 DeviceNET Improvements: Work generally consists of demolishing existing motor control centers (MCCs) and installing new MCCs. Demolition work includes disconnection of existing incoming MCC feeder conductors and disconnection of existing MCC load conductors and SCADA connections at existing MCC. Installation work includes repairing existing MCC housekeeping pads as required, placing and securing pre-procured MCC equipment on pads, installation of new conductors and conduit as required for new loads, and reconnection of incoming and load conductors. New MCC equipment to be tied into existing plant SCADA network. Contract No. 2 - ACTIFLO Sludge Pump Replacement: Work generally consists of demolition of existing sludge pumps and process pipe. Installation of three sludge handling pumps, pump concrete bases, process piping, pump stand alone VFDs, pump wiring, and etc. Contract No. 3 - Combined Contract No. 1 and 2 Bid: Consists of work detailed in Contract No. 1 and 2. All Bids shall be prepared according to the Instructions to Bidders contained within the Project Manual. Each Bid shall be accompanied by a Bid Security in the form of a Bidder s Bond executed by the Bidder as principal and by a surety company authorized to do business in the State of North Dakota, payable to Western Area Water Supply Authority, in a sum equal to five percent (5%) of the full amount of the Bid. A certified check in lieu of a surety company in the amount of 5% of the total project cost will not be accepted. This is to serve as a guarantee that the successful Bidder will enter into a Contract within fifteen (15) days of Notice of Award, in accordance with the terms of the principal s Bid and Contractor s Bond as required by law and regulations and determinations of Western Area Water Supply Authority for the performances of such Work. Only Bids that are accompanied by such a Bond will be considered. The goal for MBE is 2% of the total dollar value of the project. The goal for WBE is 3% of the total dollar value of the project. To demonstrate a good faith effort to comply, bidders must include the MBE/WBE subcontractor solicitation form in the bid package. The work for each contract must be completed no later than the following: Contract No. 1 DeviceNET Improvements: Substantial Completion: March 31, 2027 Final Completion: April 15, 2027 Contract No. 2 -ACTIFLO Sludge Pump Replacement: Substantial Completion: June 15, 2027 Final Completion: June 30, 2027 Contract No. 3 - Combined Contract No. 1 and 2: DeviceNET Improvements Completion: March 31, 2027 Substantial Completion: June 15, 2027 Final Completion: June 30, 2027 All Bids will be made on the basis of cash payment for such work. After Bid opening, the Owner will return Bid security of all except the three lowest responsible Bidders. When the Contract is awarded, the remaining unsuccessful Bidder's Bonds will be returned. The Owner reserves the right to reject any or all Bids, and further reserves the right to award the Contract in the best interests of the Owner. The Owner reserves the right to hold the three (3) low Bids for a period of ninety (90) days after the date of the Bid opening to complete financial arrangements. Question Deadline 07/24/2025 All questions about the meaning or intent of the Bidding Documents are to be submitted to ENGINEER in writing. Interpretations or clarifications considered necessary by ENGINEER in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by ENGINEER as having received the Bidding Documents. Questions received less than ten (10) days prior to the date for opening of Bids may not be answered It is understood that during the warranty period, repairs due to faulty workmanship or materials shall be covered by the Performance and Maintenance Bonds. However, a break in one of the lines or major failure of a control system component shall be deemed an emergency and must be repaired immediately. The Contractor, therefore, prior to leaving the project, shall have an understanding and agreement by signed letter or appropriate entry in the Owners minutes of the meeting as to the procedure for making said emergency repairs and notifications to the Contractor.
