(KUMV) - The Williston Park Board chose JE Dunn as the construction manager for the new ice and turf facility. Parks and Rec Executive Director Joe Barsh said an interview committee picked them out from three different firms. JE Dunn has worked on several projects in the area, including Williston Water World and Sloulin Elementary. The site, located at an old airport hangar at Williston Square, will contain one year-round ice rink, two seasonal rinks and an indoor turf field. “They were more prepared for the process. We’re excited for JE Dunn to do the project, and we feel that they are well-equipped to build a quality facility,” said Barsh. Barsh said Parks and Rec is funding the project with support pledged by the City of Williston and Williams County. Barsh said the hope is to break ground next spring with completion in 2028. --------------------------------------- The total RFQ cost is $55,000,000 to $70,000,000. The construction estimate is $40,000,000 to $50,000,000. The project consists of repurposing an approximately 30,000 square foot aviation hangar into an indoor turf facility with a suspended walking track, and constructing a new, attached, two-story facility with three sheets of ice. The main multi-event arena will use precast construction with a curved structural roof matching the existing hangar, while Arenas 2 and 3 will be constructed under a PEMB structure. Site development of a 17-acre area will include parking lots, sidewalks, internal roads, and landscaping. The contract uses a CMAR (Construction Manager at Risk) delivery method, based on AIA Document A133-2019, with payment as Cost of Work plus a Fee and a Guaranteed Maximum Price. Only North Dakota licensed contractors meeting a bonding capacity of $70M, experience with CMAR delivery and GMP, and (preferably) having staff resident in Williams County during construction should respond. Instructions to bidders: - Submit seven hard copies and one electronic copy of the RFQ proposal, in spiral or comb-bound soft cover (no 3-ring binders), on 8 x 11 portrait format paper. Include the electronic copy on a jump drive. - Clearly label and address submittals as specified. - Submittal content must cover: comparable project experience (2-5 examples), current and projected workload, key personnel and their qualifications, safety record (most recent EMR), fees and expenses (with assumed budget and early bid package timeline), explanation of trades that can be self-performed, legal compliance, bond and insurance documentation, and any additional relevant information. - Proof of ability to provide a payment and performance surety bond up to $70M and required insurance is needed. - Only firms with an active North Dakota presence and meeting the minimum qualifications noted above should submit proposals. - Details of office locations in North Dakota, South Dakota, and Montana, including staff at each location, and recent workflows for WPRD, Williams County, City of Williston, or work done in the Williston area, should be included.
