127EAW25R0049 - Lassen Creek Passage Restoration Modoc National Forest FAR 32.204 Disclosure of Magnitude of the Construction Project: Between $500,000 and $1,000,000 Set Aside: Total Small Business Set Aside IMPORTANT NOTES: See Section L, Paragraph L.2 for the Documents to Submit with Your Proposal All Requests for Information (RFI's) shall be submitted to the Contracting Officer, Greg Cunningham, Gregory.Cunningham@usda.gov - on the attached RFI form not later than 1300 hours PST, August 19th, 2025. A FS organized pre-proposal site visit will NOT be held. The project locations are open to the public and can be viewed by each prospective offeror. In no event shall failure to inspect the site constitute grounds for a claim after contract award. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The scope of this project entails, but is not limited to, implementing an Aquatic Organism Passage (AOP) at the Lassen Creek crossing along Forest Route 45N02B. The current low-water crossing has excessive riverbed widening, resulting in effects on aquatic ecosystems, impacting aquatic species such as the Goose Lake red band trout and Goose Lake lamprey. This project encompasses all requisite labor, materials, equipment, and ancillary provisions essential for the successful construction of the AOP crossing, provided in the prescribed plans and technical specifications while restoring the streambed to its original morphological state using appropriate rock stabilization requirements. The Contractor shall be responsible for providing all labor, tools, material, and equipment necessary to perform all work in strict accordance with the specifications, drawings and industry standards. Payment for contract work will be made only for and under those pay items included in the Schedule of Items. All other work and materials will be considered as incidental to and included in the payment for the items shown. Construct the AOP crossing utilizing an aluminum structural plate box culvert (14'5" width x 3'3" height x 27' length) founded upon a spread footing and stem wall system. o Reestablish the historical streambed width of approximately 9 feet, reinforcing stability through rock armoring techniques. o Implement comprehensive site security and preparatory measures to ensure the safety of personnel and the public. o Coordinate staging areas with prior approval from the Forest Service. o Conduct subsurface stabilization by executing the removal and replacement of compromised substrate and road surface deficiencies. o Reincorporate displaced berm materials into the road tread to optimize resource utilization and minimize material wastage. o Deposit, distribute, and compact aggregate layers to yield a structurally robust and traversable roadway. o Execute ecological restoration measures, including revegetation, topographical regrading, and hydrological reinstatement of impacted areas. o Guarantee full compliance with Federal Highway Administration (FHWA) specifications (FP-14) and National Forest System (NFS) road construction guidelines and supplemental specifications. o Institute traffic control protocols conforming to the Manual on Uniform Traffic Control Devices (MUTCD) standards. o Facilitate final site inspections and verification assessments in collaboration with the designated COR. PROJECT LOCATON Project is located 25 miles North of Alturas to Davis Creek via US-395. Turn right onto City Road 133C and follow the road until arrive at Forest Service 30 ~7 miles. Turn right onto Forest Road 30 and destination is on the left ~1 mile down the road. Coordinates provided in the project plans. Completion- 150 Calander days: anticipated mobilization Spring 2026
