General Description: UC San Diego Recreation intends to expand the entrance of RIMAC towards Ridge Walk to accommodate the growth of the population at UC San Diego. The project will include a new expansion, and renovation of multiple levels within RIMAC, to provide additional spaces to meet the various physical and mental needs of the University community. A major component of the expansion will be a climbing wall. The University has bid and awarded a CM at Risk Contract to PCL (hereafter "CM/Contractor"). CM/Contractor is responsible for bidding and awarding all subsequent subcontractor packages, including this package. The successful Subcontractor Bidder shall sign a Subcontract Agreement directly with CM/Contractor, and shall be bound by all the terms of the contract between University and CM/Contractor. Refer to "BP 03.B Footings and Foundations Complete Subcontract," which contains the contract between University and CM/Contractor, attached to the subcontract bidding documents and incorporated by this reference. Contractors and subcontractors on all public works projects awarded on or after April 1, 2015, must use the DIR's upgraded electronic certified payroll reporting (eCPR) system to furnish certified payroll records (CPRs) to the Labor Commissioner. Contractors and subcontractors who have been submitting PDF copies of their CPRs for earlier projects must also begin using the new system. No contractor or subcontractor, regardless of tier, may be listed on a Bid for, or engage in the performance of, any portion of this project, unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 and 1771.1. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. License requirements: The successful Bidder will be required to have the following California current and active contractor's license at the time of submission of the Bid: C-8 In addition, the University and PCL are committed to promoting and increasing participation of small business enterprises (SBEs) and disabled veteran business enterprises (DVBEs) relating to all goods and services covered under the awarded agreement, subject to any and all applicable obligations under state and federal law, and University policies. The awarded contractor shall make best efforts to provide qualified SBEs and DVBEs with the maximum opportunity to participate. Potential bidders will be required to submit their small business outreach plan to the University as part of the prequalification process. Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within the limits imposed by law or University policy. Each Bidder may be required to show evidence of its equal employment opportunity policy. The successful Bidder and its subcontractors will be required to follow the nondiscrimination requirements set forth in the contract between the University and the CM/Contractor, and to pay prevailing wage at the location of work. The work described in the contract is a public work subject to section 1771 of the California Labor Code.
