PROJECT TITLE: Replace Roof at Building 633 - The Directorate of Public Works (DPW) at Fort Bliss, TX has a new requirement that consists of Remove/Replace Asphalt Shingle Roofing System at Building 633 at Fort Bliss, TX. PROJECT LOCATION: BUILDING 633, TAYLOR RD. LOCATED WITHIN THE FORT BLISS, TX INSTALLATION. THIS IS AN "INVITATION FOR BIDS" PROJECT TITLE: REPLACE ROOF AT BUILDING 633. A BID GUARANTEE IS REQUIRED (SEE CLAUSE AT FAR 52.228-1). ALL BID BONDS MUST BE ORIGINALS; PHOTOCOPIES WILL NOT BE ACCEPTED. PERFORMANCE AND PAYMENT BONDS ARE REQUIRED (SEE CLAUSE AT FAR 52.228-15). THIS IS A COMPETITIVE SET-ASIDE FOR HUBZONE SMALL BUSINESS UNDER NAICS 238160 WITH A SMALL BUSINESS SIZE STANDARD OF $19 MILLION. THE ESTIMATED MAGNITUDE OF CONSTRUCTION FOR THIS PROJECT IS BETWEEN $100,000 AND $250,000. THE AWARDEE OF THIS CONTRACT WILL BE REQUIRED TO PROVIDE A SUPERINTENDENT AT ALL TIMES WORK IS BEING PERFORMED ON THE PROJECT (SEE CLAUSE AT FAR 52.236-6). THE SUPERINTENDENT IS CONSIDERED A KEY POSITION. THIS POSITION SHALL NOT BE SUBCONTRACTED AND MUST WORK DIRECTLY FOR THE PRIME CONTRACTOR. ALL WORK SHALL BE PERFORMED SIMULTANEOUSLY. BID OPENING ADDRESS: MICC-FORT BLISS, RM 220 111 PERSHING RD, FORT BLISS, TX 79916 RESULTING CONTRACT WILL BE FIRM-FIXED-PRICE (FFP). All questions and requests for information (RFI) must be received NO LATER THAN 28 July 2025 at 1:00 PM MST. BIDDERS ARE STRONGLY ENCOURAGED TO SUBMIT QUESTIONS EARLY IN THIS PROCESS. **After the due date no additional RFI's will be answered** *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Objectives. Remove existing roof system at building 633 and provide a new asphalt roof shingle roof system including some wood plank deck replacement, new self-adhering underlayment, new asphalt roof shingles. Install in accordance with roofing manufacturer's recommendations. Provide a 30-year manufacturer's warranty with a 120-mph wind speed coverage. Building 633 is a historical building. Therefore, the Environmental Division (ED) - Historic Preservation Program shall review and approve all material submittals for accessories, sealants sheet metal, replacement soffit, replacement fascia, paint colors, roof shingles, etc. before contractor can start work. The Contractor shall provide all work, labor, materials, related fees, and related services for construction requested herein until completion and acceptance of the entire work, except for any completed unit of work which may have been accepted under the contract, by the Government in a professional and collaborative environment to sustain mission requirements. Construction services and finished products shall be delivered on schedule, safely, and compliant with regulatory codes and standards. Overall Contract Delivery Period From 20 Aug 2025 to 18 Dec 2025
