Site work and paving for a mixed-use development in Pleasantville, New Jersey. Completed plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.
** As of 10/09/2025 project has been awarded to South State Inc. with an amount of $2,188,119.95.** The project generally consists of roadway improvements along Bayview Avenue between Main Street and the Marina, Franklin Boulevard between Ansley Boulevard and Bayview Avenue, and Edgeley Avenue between Bayview Avenue and Oakland Avenue. The project also includes stormwater improvements and the in-kind replacement of the sanitary sewer main. Sewer main improvements include approximately: 2,700 LF 8 diameter Polyvinyl Chloride Sewer Pipe, and 10 sanitary sewer manholes, and 2,330 square yards of roadway trench repair. Stormwater improvements include 1 Type A inlet, 20 Type B inlets, and the resetting of drainage manholes with the installation of 3 new manholes. Roadway improvements include approximately: 4,700 CY excavation, 14,000 SY pulverized-in-place subbase, and 4,080 TN of HMA 19M64 base course, followed by 13,000 SY of milling and 2,020 TN of HMA 9.5M64 surface course. Additional work includes the installation of approximately 4,125 LF of concrete curb, 1,300 SY of concrete sidewalk, and any and all associated work. This contract or subcontract is expected to be funded in part with funds from the New Jersey Department of Environmental Protection and the New Jersey Environmental Infrastructure Trust. Neither the State of New Jersey, the New Jersey Environmental Infrastructure Trust nor any of their departments, agencies or employees is, or will be, a party to this contract or subcontract or any lower tier contract or subcontract. This contract or subcontract is subject to the provisions of N.J.A.C. 7:22-3, 4, 5, 9 and 10. In accordance with the provisions of N.J.S.A. 58:11B-26, N.J.A.C. 7:22-3.17(a)24 and 4.17(a)24, the contractor (subcontractor) shall comply with all of the provisions of N.J.A.C. 7:22-9. N.J.A.C. 7:22-3.17(a)24, 4.17(a)24, 6.17(a)24 and 7:22A-2.4(a) provide that a goal of not less than 10 percent be established for the award of contracts to small business concerns owned and controlled by one or more socially and economically disadvantaged individuals. The goal of 10 percent applies to the total amount of all contracts for building, materials and equipment, or services (including planning, design and building related activities) for a construction project. The project sponsor has identified that the SED utilization goal for this project is 10 percent. The 10 percent SED utilization requirement shall be accomplished by the following: 1. Bids shall be solicited on an unrestricted basis. The bid documents, however, shall include a statement to the effect that the successful bidder must fulfill the SED utilization requirements by subcontracting portions or the work to SEDs; or 2. Contractors also have the option of establishing unrestricted bidding procedures to fulfill the 10 percent SED utilization requirement for the project. Awards will be made only to socially and economically disadvantaged business concerns that are certified by the New Jersey Commerce, Economic Growth and Tourism Commission, the New Jersey Department of Transportation, the Port Authority of New York and New Jersey, New Jersey Transit or other agencies deemed appropriate by the Office as eligible minority businesses or female businesses. The invitation to bid is on an unrestricted basis whereby the successful bidder must fulfill the SED utilization requirements. Bids must be furnished on the proposal sheets included in the Contract Documents, enclosed in a sealed envelope and addressed to Kenia Nunez, 18 N First Street, Pleasantville, New Jersey 08232 and plainly marked on the outside with the name and address of the bidder and the Project Title. Bidders are strongly encouraged to mail in their bid package. If bids are to be dropped off in person, it must be done by appointment in coordination with Pleasantville City Hall (609-484-3600, 18 N. First Street, Pleasantville). If a vendor requires information regarding the submissions, they shall contact the City Engineer s office (CME Associates Mike Paterno or Jordan Rizzo) at (732) 462-7400. Each bid must be accompanied by a certified check or cashier s check of not less than ten (10%) percent of the bid, but not more than $20,000.00, payable without any conditional endorsement as a guarantee that in case the contract is awarded to the bidder, he will within twenty-one (21) days thereafter execute such contract and furnish satisfactory performance bonds. Upon failure to do so, he shall forfeit the deposit as liquidated damages and the acceptance of the bid will be contingent upon the fulfillment of this requirement by the bidder. No interest shall be allowed upon any such certified check or cashier s check. A bid bond in the amount of ten (10%) percent of the bid, but not more than $20,000.00, may be substituted for certified check or cash. Each bid must be accompanied by a Certificate of Experience and Certificate of Equipment. Each bid must also be accompanied by a certificate of Consent of Surety from a bonding company licensed to do business in the State of New Jersey guaranteeing that if the proposal of the bidder be accepted they will furnish the bond set forth in the Instructions to Bidders and the acceptance of the bid will be contingent upon the fulfillment of this requirement. All applicable surety bonds required in connection with the advertisement and award of building contracts or sub agreements must be written by a surety company listed on the Federal Treasury List (Department Circular 570 Surety Companies Acceptable on Federal Bonds), incorporated herein by reference. Copies of this document may be obtained from the Department. The City reserves the right to increase or decrease quantities specified in the manner designated in the Specifications. The City reserves the right to award this contract based on funds available. Bidders are required to comply with the requirements of Equal Opportunity Employment (N.J.S.A.10:5-31 et seq.) and Affirmative Action (N.J.A.C. 17:27) and with the disclosure provisions of N.J.S.A. 19:44A-20.13. The successful bidder shall be required to comply with the provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the Laws of 1963, effective January 1, 1964. Bidders shall comply with N.J.S.A. 52:32-44 latest revision, regarding Business Registration with the New Jersey Division of Revenue. During the performance of this Contract, the Contractor agrees to comply with the requirements of P.L. 1975, c. 127 (N.J.A.C 17:27), and N.J.S.A 10:5-31 et seq., all requirements of the State of New Jersey Workers Health and Safety Act (N.J.A.C. 12:110 et seq.) as amended and the United States Occupational Safety and Health Act (OSHA)(29 CFR 1910), as amended with regard to worker and jobsite safety. No bidder may withdraw his bid for a period of sixty (60) days after the date set for the opening thereof. The successful bidder will be required to furnish a surety company bond in the full amount of the contract price indemnifying the City of Pleasantville, New Jersey for all proceed ings, suits or actions of any kind of description and conditional for the faithful performance of the work. If the contracting agency determines that the acceptance of the lowest responsible bid will result either in the payment of an unreasonable price or in a contract otherwise unacceptable pursuant to the statutes and rules governing public contracts, the contracting agency shall reject all bids. Bidders and the office shall be notified of the rejection of all bids, the reasons for the rejection, and the contracting agency's intent to solicit bids for a second time. If the contracting agency determines a second time that the acceptance of the lowest responsible bid will result either in the payment of an unreasonable price or in a contract otherwise unacceptable pursuant to the statutes and rules governing public contracts, the contracting agency shall reject all bids and notify the NJDEP Office of Equal Opportunity and Public Contract Assistance and, after receipt of the NJDEP Office of Equal Opportunity and Public Contract Assistance s approval, shall amend the project plan accordingly. Bidders shall be notified of the cancellation, the reasons for the cancellation and the contracting agency's intent to resolicit bids on an unrestricted basis. SEDs may participate in the bidding on an unrestricted basis. The City Council of the City of Pleasantville reserves the right to reject any or all bids if in its opinion it is in the best interest of the City to do so. Question Deadline 08/12/2025 No interpretation of the meaning of the Contract Drawings, Specifications or other Contract Documents made to any bidder orally are binding in any way. Every request for such interpretation should be in writing, addressed to the Engineer, at the address included in the advertisement and to be given consideration must be received no later than ten (10) days (Saturdays, Sundays and holidays excepted) prior to the date fixed for the opening of bids.
