Springville City will accept bids to furnish the AMRS according to specifications provided in this bid contract, and described in general as: Provide a proposal for an Automatic Meter Reading System with a phased approach, convert 3,000 meters in phase 1 to an AMRS, and a yearly phasing plan to convert the remaining 7,000 meters to AMRS, with the guidelines of 1,000 meters per year if funding is available. All contractors intending to submit a bid shall attend to obtain relevant information concerning the project. Bidders are advised that information affecting drawings, specifications, conditions, scope of work, etc. may be discussed. Only bids giving a firm quotation properly submitted and signed will be accepted. SCOPE OF WORK: Design an AMRS with a phased approach, convert 3,000 meters in phase 1 to an AMRS, and a yearly phasing plan to convert the remaining 7,000 meters to AMRS with the guidelines of 1,000 meters per year if funding is available. Phasing should consider all metering hardware, signal transmission, software, and other requirements to have a whole and functioning system. Springville City aims to replace as many meters as funding will allow in Phase 1, which could exceed or fall short of 3,000 meters based on Phase 1 costs. This should be taken into account when designing a phased approach. Springville City currently uses Caselle billing software; all AMRS must be compatible with Caselle. All AMRS software shall comply with prevailing industry standards and should run on Windows-compatible computers. The deadline for Phase 1 funding expenditures is 06/30/2026. SPECIFICATIONS: Springville City is accepting bids to furnish the AMRS in accordance with the following specifications: a) Include any preferred parts, meters, setters, lids, or rings the party proposes. b) Include standard detail - scope changes to standard drawings to match new AMRS compatibility. Standard Drawings can be found at (https://www.springville.org/public works/engineering/standard-specifications-drawings/) c) Lower annual costs are preferred for all phases to maximize the replacement of current hand-read meters as funding permits. d) The current meter system is Badger. If retrofitting Badger to the proposed AMRS system is an option, provide all needed equipment. If available, provide other Badger meter systems that have been retrofitted. Springville City desires to keep Badger meters for their service life and maximize the funding already spent. e) Provide a percentage of guaranteed meter reading accuracy/collection, what the responsibility of the meter representative is, and what the responsibility of Springville City is if the accuracy and/or collection of readings is not met. f) Provide warranties and stipulations for all equipment proposed in all phases. g) Provide storage capabilities with a 90-day preference if available. h) Provide options and all costs for real-time data viewing for customers and City personnel. i) j) At a minimum, all 8 phases shall be on a drive-by system, collecting reads from both sides of the road going one way. Speed restraints or any other known restraints with a drive-by system must be made known in the proposal. Provide a PROP study of the locations for the build-out of the radio tower system if it is proposed. Provide height for towers, antennas, etc. k) Provide a current customer list using the proposed system. l) Provide a breakdown list of all annual maintenance and subscription costs for all 8 phases. m) Provide any future known changes or upgrades for the equipment proposed n) AMI, AMR, or Other drive-by systems are all acceptable options.
