PROJECT DESCRIPTION The intent of this solicitation is to prequalify Contractors to provide preconstruction and construction management services in connection with the razing of the existing park amenities and construction of new park amenities at Gateway Park, located at 1300 Langston Blvd in Arlington, VA ("hereinafter referred to as the "Project" or "Gateway Park"). Gateway Park is a prominent urban park situated atop Interstate 66 and surrounded by major roads, including Langston Boulevard, North Nash Street, and North Lynn Street. The site is bisected by Fort Myer Drive, further complicating construction logistics. Maintaining pedestrian access and circulation to the extent possible during construction will be a critical consideration. The County's goal is to develop a resilient and engaging public space that aligns with the Gateway Park Master Plan and Design Guidelines and meets the Department of Parks and Recreation's programmatic needs. The budget for hard costs, construction manager fees, and general conditions is $26.425 million (the "Project Budget"). The County will be engaging a Landscape Architect through a separate RFP process to develop a comprehensive design for the new park. Additionally, the County will be engaging a Public Artist specializing in bridge design to develop plans for the new pedestrian bridge. In general, the Construction Manager selected through this process will be required to work with the Department of Parks and Recreation ("DPR"), the Landscape Architect and a Public Artist to advance the design of the park to: i. Advance the design for the Project in a manner consistent with the Project Budget, the schedule, and the programmatic and other requirements for the Project; and ii. Develop a Guaranteed Maximum Price ("GMP") proposal based on the GMP/Permit Set prepared by the Landscape Architect and Public Artist; and iii. Upon acceptance by the County of any GMP proposal, the Contractor shall demolish the existing park amenities, remove the existing concrete structures--including the current pedestrian bridge, restrooms, and storage buildings--and construct the new park amenities based on the approved design.SCOPE OF SERVICES The Construction Manager shall provide all expertise, labor, and resources for complete preconstruction and construction management services associated with the renovation of Gateway Park. During the design phase, the Construction Manager shall provide cost estimates and cost evaluation, value engineering recommendations, design analysis, constructability reviews, and technical input on methods of construction materials and details. The design phase is anticipated to commence in the 3rd quarter of calendar year 2026, when design plans reach the 30% stage, and last approximately 12 months. The construction phase will commence after all necessary permits are obtained in the 1st quarter of calendar year 2027 and is anticipated to last approximately 24 months.
