RFQ Summary: Vehicle Security Gate Installation and Configuration Solicitation Number: D-25-IG-9999 Amendment Date: 04 August 2025 Agency: U.S. Government (specific agency not named, but contact is at DEA) Scope of Work: Contracted services for installation and configuration of vehicle security gates in accordance with the attached Statement of Work (SOW). Contract Type: Firm-Fixed Price (FFP) Purchase Order Award based on Lowest Price Technically Acceptable (LPTA) Set-Aside: 100% Small Business (FAR 19.5) NAICS Code: 561621 - Security Systems Services (except Locksmiths) Submission Requirements: Quotes must include: All-inclusive pricing Breakdown of cost elements meeting minimum requirements in the SOW This is the only solicitation notice; no additional documents will be issued Key Dates: Questions Due: August 5, 2025, by 10:00 AM EST Quote Submission Deadline: August 6, 2025, by 12:00 PM EST Submission Email: laura.e.over@dea.gov Include RFQ number D-25-IG-9999 in the subject line Late submissions will not be accepted SPECIFICATIONS: 1. Labor: The Contractor shall provide all labor required for the completion of the gate fabrication and installation except for those functions that are subcontracted out due to the specialty nature of the work (i.e. Gate panel fabrication, etc.) 2. Vehicle Security Gate: See Addendum 1. The Contractor shall match the style of the gate as shown in the photo provided in Addendum 1, as closely as possible. The Contractor shall provide ensure gate panels are a minimum of 2"x2" top and bottom railings with an opening of 14' and a height of 6'. The Contractor is responsible for is responsible for priming, painting, installing the gate panels using appropriate (heavy rated) hinges and a minimum of 6" square steel posts delivered to the site and sunk in concrete. 3. Columns: The Contractor shall match the style of the columns as shown in the photo provided in Addendum 1, as closely as possible. The Contractor shall construct 2, 2.5' squared, 6' tall columns with stone caps built to match the stone of the existing property. The Contractor shall supply and install the conduit for the gate and carriage lights within the columns. Carriage lights and the installation of carriage lights will be provided by the customer. 4. Gate Operator: Minimum 2 Gate Operators - Viking F1 Vehicular Swing Gate Operator. The Contractor shall provide all necessary loop detector materials and equipment and installation including tubing in the surrounding area for vehicle detection. Detection loops shall be installed inside and outside of the gate. The Contractor shall backfill all interconnection trenches following detection loop installation with existing gravel. 5. Surge Suppressor: The Contractor shall provide dedicated equipment panel (2) and telephone entry (1) surge protective devices, and ground rod package. Equipment panel surge suppression shall be at a minimum 120/240v, approved for 20A circuit breakers, Diagnostic LED Indicated ground presence, system power and SPD Function, Weatherproof enclosure. Telephone entry surge suppression shall at a minimum protect the power supply, telephone line, and data/release circuits. 6. Cellular Entry Unit: (Equal to AES Opyn Advanced IP-4G Video Telephone entry system) The Contractor shall provide and install a cellular entry unit that includes live camera feed through a cellular phone application, motion detection alerts, 2x relays, night vision, LED luminance, voice control/activated (Alexa/Google) assistant integration, tamper alarm, image/video download, multiple device accounts, customizable voicemail, QR codes, keypad codes, and activity log. 7. Goose Neck Pedestal (Curb Mount): The Contractor shall provide and install the curb mount goose neck pedestal housing the applicable video entry equipment. 8. Ancillary machinery, equipment, and supplies: The Contractor shall provide all machinery, equipment, and supplies required to fulfill the outlined requirement. This includes but is not limited to machinery, fuel, oil, transportation to and from site, minor hardware, electrical components, shop towels/rags, tools and meter usage as needed. SAFETY AND COMPLIANCE: The Contractor shall comply with all manufacturer specifications and safety requirements. QUALITY CONTROL: The Contractor shall ensure that the site is left unharmed and will meet with a Government representative to confirm completion of all requirements prior to departing the work site. SECURITY: All contractor personnel shall be vetted in accordance with Government security requirements prior to performing work on the property. The contractor shall coordinate with the Government to ensure this requirement is met prior to the start of performance.
